The legacy of the construction of the brazilian social protection system for intersectoriality

Resumo: This study aimed to understand the limits and possibilities for intersectorality that were created in the process of structuring the Brazilian social protection system. It is justified on the account of the potential attributed to intersectorality to overcome the fragmentation of knowledge and structures of society, creating the sharing and dialog spaces needed to solve complex issues and the ability to understand the challenges faced with the dilemma of operating intersectoral issues in traditionally sectoral environments. The text is divided into three parts: First, the notion of 'intersectionality' is worked on; the authors then outline the construction and characteristics of the Brazilian social protection system; finally, they discuss how the institutional conformation resulting from its configuration interferes in the form of joint social policies. It was concluded that the development process and the history of the construction of the Brazilian social protection system were marked by elements that produced an environment that is little favorable to intersectorality. A first draft of the intersectoral coordination occurred under the scope of the discussion on 'social development,' which took place late in Brazil and seems to have tried to reverse the stigma of little efficient and effective social policies. However, little progress has been made in this direction, and the current way of designating the State's social intervention remains plural (social policies) and sectorally referenced.

Se justifica por el potencial atribuido a la intersectorialidad para superar la fragmentación de los conocimientos y de las estructuras de la sociedad, creando espacios de intercambio y diálogo necesarios para la solución de los problemas complejos, así como por la posibilidad de entender los desafíos que se enfrentan al dilema de operar cuestiones intersectoriales en ambientes tradicionalmente sectoriales. El texto está dividido en tres partes: primero, se trabaja la noción de ‘intersectorialialidad’; luego se esboza la construcción y las características del sistema de protección social brasileño; finalmente, se discute cómo la conformación institucional resultante de la configuración interfiere en la forma de articular políticas sociales. Se concluyó que el proceso de desarrollo y la trayectoria de la construcción del sistema de protección social brasileño fueron marcados por elementos que produjeron un ambiente poco favorable a la intersectorialidad. Un primer esbozo de articulación intersectorial se produjo en el marco de la discusión sobre el ‘desarrollo social’, que ocurrió tardíamente en Brasil, y parece que ha tratado de revertir el estigma de baja eficacia y eficiencia de las políticas sociales. Sin embargo, se han hecho pocos progresos en esta dirección, y la forma corriente de designar la intervención social del Estado continúa siendo en plural (políticas sociales) y referida sectorialmente.Este estudo buscou compreender quais os limites e possibilidades para a intersetorialidade foram gerados no processo de conformação do sistema de proteção social brasileiro. Ele se justifica pela potencialidade atribuída à intersetorialidade de superar a fragmentação dos conhecimentos e estruturas da sociedade, criando espaços de compartilhamento e diálogo necessários à solução dos problemas complexos, bem como pela possibilidade de entender os desafios que se colocam diante do dilema de operar questões intersetoriais em ambientes tradicionalmente setoriais. O texto dividese em três partes: primeiro, trabalhase a noção de 'intersetorialidade'; em seguida, delineiase a construção e as características do sistema de proteção social brasileiro; finalmente, discutese como a conformação institucional resultante de sua configuração interfere na forma de articular políticas sociais. Concluiuse que o processo de desenvolvimento e a trajetória de construção do sistema de proteção social brasileiro foram marcados por elementos que produziram um ambiente pouco favorável à intersetorialidade. Um primeiro esboço de articulação intersetorial ocorreu no escopo da discussão sobre o 'desenvolvimento social', que aconteceu tardiamente no Brasil, e parece ter tentado reverter o estigma de baixa eficácia e efetividade das políticas sociais.
