Microcephaly by Zika Virus: the actions of the Brazilian Legislative and Executive branch in fighting the epidemic

Resumo: Objective: This article addresses the subject-matter of microcephaly caused by Zika Virus and the actions taken by the legislative and juridical branch. Methodology: For this study The Health Observatory and its different categories were explored, it was used to search the database of the Federal Senate and the Chamber of Deputies Results: 27 bills were found and an interim measure that was transformed into law 13301 of 2016. Within this scenario, the categories that have gained prominence are related to indemnities and benefits, indemnities and benefits, medicines and health products, screening and treatment exams, health surveillance, tax exemption, abortion and research. Noteworthy to mention the actions that were taken to fight the urgency in public health that are related to microcephaly by Zika, such as the elaboration of ordinances, guides, protocols, actions to combat the mosquito, among others. Conclusion: The Legislature through the presentation of bills has been especially concerned with the most frequent outbreaks of Zika Virus and related diseases. There is a cooperative job between Legislature and Executive.

Métodos: Fue hecho un estudio exploratorio en el Observatorio de la Salud y sus diferentes categorías, se utilizaron búsquedas en base de datos del Senado federal y de la Cámara de Diputados. Resultados y discusión: Se han encontrado 27 proyectos de ley y una medida provisional que se transformó en la ley 13301 de 2016. Dentro de ese el escenario las categorías que ganaron destaque están relacionadas con indemnizaciones y beneficios, medicamentos y productos para la salud, exámenes de detección y tratamiento, vigilancia en salud, exención de impuestos, aborto e investigación. Se destacan también las acciones que se efectuaron para el combate de la emergencia en salud pública que se relacionan con la microcefalia por Zika, tales como la elaboración de portarías, guías, protocolos, acciones de combate al mosquito, entre otros. Conclusión: El Poder Legislativo por intermedio de la presentación de proyectos de ley ha mostrado preocupación especialmente con los brotes más frecuentes de zika virus y enfermedades relacionadas. Hay una cooperación entre los poderes legislativo y executivo.Objetivo: O artigo aborda o tema da microcefalia pelo Zika Vírus e as ações que foram realizadas pelo Poder Legislativo e Executivo. Metodologia: Foi feito um estudo exploratório no Observatório da Saúde e suas diferentes categorias. Utilizou-se buscas em banco de dados do Senado federal e da Câmara dos Deputados Resultados: Foram encontrados 27 projetos de lei e uma medida provisória que foi transformada na Lei nº 13.301 de 2016. As categorias que ganharam destaque estão relacionadas a indenizações e benefícios, medicamentos e produtos para a saúde, exames de detecção e tratamento, vigilância em saúde, isenção de impostos, aborto e pesquisa. Destaca-se também as ações que foram efetuadas para o combate da emergência em saúde pública que se relacionam com a microcefalia pelo Zika, tais como a elaboração de portarias, guias, protocolos, ações de combate ao mosquito, entre outros. Conclusão: O estudo expõe que o Poder Legislativo por intermédio da apresentação de Projetos de Lei tem demonstrado preocupação especialmente com os surtos mais frequentes de Zika Vírus e enfermidades relacionadas.
