Resumo: Society’s participation in health policymaking is an underlying principle of the Brazilian public health system. The study analyzed participants’ discourses on the role and representativeness of municipal health conferences. The study was conducted in five municipalities (counties) in Mato Grosso State, Brazil, in 2009-2010. Thirty social actors were interviewed, including municipal health council members and health system administrators, planners, city council members, and members of the office of the public prosecutor. Data were analyzed using the Qualiquantisoft software for the elaboration of the collective subject’s discourse. The discourses identified by the study showed a consensus on the importance of the municipal health council, even among those who questioned the effectiveness of its planning and administrative decisions. The studied revealed discourses resulting from interpretations based on different theoretical traditions. The collective discourses presented both complementary and conflicting arguments, seeking greater resonance and influence in the public health sphere and political system and greater administrative power.

Se analizaron los discursos de los participantes sobre el papel y la representatividad de las conferencias municipales de salud. El estudio se realizó en cinco municipios de Mato Grosso durante el período 2009-2010. Fueron entrevistados 30 actores sociales, entre consejeros y gestores de la salud, planificadores, regidores y representantes del ministerio publico. Los datos fueron analizados con el apoyo del software Qualiquantisoft para la elaboración del discurso del sujeto colectivo. Los discursos encontrados reflejan un consenso sobre la importancia de la conferencia municipal de salud, inclusive en el caso de aquellos que cuestionan la efectividad de sus decisiones sobre la planificación y gestión. Se observaron discursos resultantes de interpretaciones de tradiciones teóricas distintas. Se concluye que los discursos del sujeto colectivo presentan argumentos complementarios, pero también conflictivos, que buscan mayor resonancia e influencia en la salud pública y en el poder político y administrativo.A participação da sociedade na definição das políticas de saúde constitui um princípio orientador do sistema público de saúde no Brasil. Analisaram-se os discursos dos participantes sobre o papel e a representatividade de conferências municipais de saúde. O estudo foi realizado em cinco municípios de Mato Grosso, Brasil, no período 2009-2010. Foram entrevistados 30 atores sociais, entre conselheiros e gestores de saúde, planejadores, vereadores e representantes do Ministério Público. Os dados foram analisados com o auxílio do software Qualiquantisoft para elaboração do discurso do sujeito coletivo. Os discursos encontrados refletem um consenso sobre a importância da conferência municipal de saúde, mesmo no caso daqueles que questionam a efetividade de suas decisões no planejamento e na gestão. Observaram-se discursos resultantes de interpretações de tradições teóricas distintas.
