The brazilian previdence reality before the “reform” of the security payment in 2019

Resumo: | In the context of the neoliberal “reforms” carried out since the rupture of the constitutional order of 2016, this study highlights the relevance of Social Security from different approaches, that is, the social, political and economic dimensions of the social security system. The time line passes the last pension "reform", initiated in 2016 and promulgated in 2019, in which it is confirmed that it has fulfilled its alleged purposes: to reduce the supposed deficit and to combat privileges, or that it would lead to greater fiscal and social equity. Over time, in all the previously attempted reforms, there have been repetitions of two arguments regarding the justifications and proposed alterations, the case of the time of contribution and the minimum age as imperatives to be adopted due to the deficit between contributions and settlements. Therefore, as for the reasons, or the alleged social security “diamond”, parallel to the greater longevity of the population, they occupy a central role in the pro-reform discourse, here taken as a “counter-reform” for antagonizing the principles of CF/88. It should be highlighted the other counter-reforms that have contributed to the lack of social financing: labor, social spending and the independent Central Bank, among others. The current theoretical perspective does not conceive of “corporate government” (Dardot and Laval, 2016), for an understanding of the general picture of neoliberal “reforms”, and no detailed study of the “counter-reform” of the Social Security (Fagnani, 2019). The methodology encompassed descriptive-explanatory research with qualitative and quantitative approaches. The results make it possible to infer that the 2019 reform did not achieve the published results, because the deficit grew continuously and the difference between the number of requirements compared to the concessions of settlements is substantially discrepant. Furthermore, the significant social inequalities existing in the country were not mitigated, on the contrary, after the approval of the “counter-reform” there was an increase in inequality, notably among the poorest, tending in view of the transfer of income made possible by the social security system. |

La línea temporal pasa por la última "reforma" de las pensiones, iniciada en 2016 y promulgada en 2019, en la que se confirma que ha cumplido sus supuestos fines: reducir el supuesto déficit y combatir los privilegios, o que conllevaría una mayor fiscalidad. y equidad social. A lo largo del tiempo, en todas las reformas intentadas anteriormente, se han repetido dos argumentos en cuanto a las justificaciones y modificaciones propuestas, el caso del tiempo de cotización y la edad mínima como imperativos a adoptar debido al déficit entre cotizaciones y liquidaciones. La metodología abarcó una investigación descriptiva-explicativa con enfoques cualitativos y cuantitativos. Los resultados permiten inferir que la reforma de 2019 no logró los resultados publicados, porque el déficit creció continuamente y la diferencia entre el número de requisitos respecto a las concesiones de asentamientos es sustancialmente discrepante. Además, las importantes desigualdades sociales existentes en el país no fueron mitigadas, por el contrario, tras la aprobación de la “contrarreforma” se produjo un aumento de la desigualdad, especialmente entre los más pobres, tendiente a que la transferencia de ingresos posibilitara por el sistema de seguridad social.No contexto das “reformas” neoliberais levadas a cabo a partir da quebra da ordem constitucional de 2016, ressalta-se neste estudo a relevância da Previdência Social a partir de enfoques distintos, isto é, as dimensões social, política e econômica do sistema previdenciário. A linha temporal perpassa a última “reforma” previdenciária, iniciada em 2016 e promulgada em 2019, em que se avalia se cumpriu com seus propósitos alegados: a diminuição do suposto déficit e o combate aos privilégios, o que levaria à maior equidade fiscal e social. Ao longo do tempo, em todas as reformas intentadas anteriormente houve a repetição dos argumentos quanto às justificativas e alterações propostas, caso do tempo de contribuição e da idade mínima como imperativos a serem adotados em razão do déficit entre contribuições e aposentadorias. Portanto, quanto aos motivos, o alegado “rombo” previdenciário, paralelamente à maior longevidade da população, ocupam papel central no discurso pró “reforma”, aqui tomada como “contrarreforma” por antagonizar-se aos princípios da CF/88. Deve-se ressaltar as outras contrarreformas que têm contribuído ao desfinanciamento social: trabalhista, teto de gasto sociais e Banco Central independente, entre outras. A perspectiva teórica ancorou-se no conceito de “governo empresarial” (Dardot e Laval, 2016), para a compreensão do quadro geral das “reformas” neoliberais, e no estudo pormenorizado da “contrarreforma” da Previdência (Fagnani, 2019). A metodologia abarcou a pesquisa descritiva-explicativa com abordagens qualitativa e quantitativa. Os resultados possibilitaram a inferência de que a reforma de 2019 não alcançou os resultados propalados, pois déficit cresceu continuamente e a diferença entre o número de requerimentos em comparação às concessões de aposentadorias é substancialmente discrepante.
