Local development through tourism in the context of Socio-environmental Crisis: a situational analysis

Resumo: | The impact caused by the rupture of the Fundão dam in the state of Minas Gerais, under the responsibility of the mining company Samarco Mineração SA, in 2015, is characterized as the socio-environmental accident with the highest historical proportion in Brazil, including reaching international repercussions, the purpose is to carry out a situational analysis of the resumption of local development with an emphasis on the tourist axis in Rio Doce, MG, Brazil. The field research carried out, essentially through participant observation, from the Department of Tourism of the municipality understudy, allowed the identification of autochthonous, structural, and institutional aspects related to tourism, in light of the categories of local development (territorial, regional, endogenous, decentralized and Bottom-up), now revealed in this research. The results point to socioeconomic factors related to the participation of the civil population and the existing institutional arrangement, which allow tourism to coexist as an axis for local (re)development. Therefore, the carried-out situational analysis of tourism reveals a potential contribution to studies and practices in the context of disasters and socio-environmental crises in emerging countries that seek sustainability of their actions, especially regarding the concept of urbanity and rurality. |

A pesquisa de campo realizada, essencialmente por meio da observação participante, a partir do Departamento de Turismo do município em estudo, possibilitou a identificação de aspectos autóctones, estruturais e institucionais relacionados com o turismo, à luz das categorias de desenvolvimento local (territorial, regional, endógeno, descentralizado e Bottom-up), ora reveladas nesta pesquisa. Os resultados apontam fatores socioeconômicos relacionados à participação da população civil e ao arranjo institucionalmente existente, os quais permitem que o turismo possa coexistir como um eixo para o (re)desenvolvimento local.
