Resumo: O artigo aborda os problemas emergentes para a juventude no contexto da pandemia de Covid-19 e como têm sido tematizados, tendo como objetivo identificar e analisar sua atuação e repertórios de ação coletiva mobilizados, com ênfase no ativismo digital. Como ponto de partida, realiza-se uma breve revisão sobre movimentos sociais, repertórios de ação coletiva e ativismo digital. A metodologia empregada envolveu levantamentos documentais e de dados secundários, bem como a realização de entrevistas em profundidade com jovens ativistas representantes no Comitê Gestor do Centro de Referência da Juventude de Belo Horizonte e em outras instituições participativas. As 2023principais constatações proporcionadas pela pesquisa referem-se às lacunas e déficits de atuação do Estado em relação às políticas para a juventude, bem como à fraca articulação entre Estado e sociedade civil. As iniciativas da sociedade civil buscam suprir tais lacunas, mobilizando diferentes repertórios de ação, incluindo o ativismo digital.

As a starting point, a brief review of social movements, collective action repertoires and digital activism is carried out. The methodology employed involved documentary and secondary data surveys, as well as conducting in-depth interviews with young activists who are representatives on the Management Committee of the Belo Horizonte Youth Reference Center and other participatory institutions. The main findings refer to the gaps and deficits in the State's performance in relation to youth policies, as well as the weak articulation between the State and civil society.
