Políticas públicas e envelhecimento populacional: análise do Programa Maior Cuidado em Belo Horizonte

Aging with quality of life, elderly care, and vulnerabilities of the elderly are themes that have been inserted in the contemporary public agenda and present the need for analysis and reflection, since aging is an irreversible phenomenon and demands public actions to guarantee the older people the rights defined by laws. This increase in longevity generates new social and economic demands, which implies the need to adopt specific public policies to serve this segment of the population. In the city of Belo Horizonte, the Greater Care Program aims to qualify and expand actions to promote aging for the elderly who live in situations of social vulnerability. The general objective of this work is the analysis of said Program, focusing on the implementation process and the identification of possible facilitators and obstacles to reach the desired results. The research was based on the model of Draibe (2001) on the evaluation of implementation and counted on the contribution of other authors on the issue of implementation and "street level bureaucracy". Since these actors are known as translators of politics, it is assumed that they have relative autonomy to influence results. The study uses bibliographic, documentary and fieldwork data, which consisted of direct observation as well as interviews and questionnaires. Semi-structured questionnaires were applied to the caregivers and reference technicians of the Regional Program, as well as interviews with reference of the Program in the Secretariat of Social Assistance, the Secretariat of Health, the GDECOM and with some agents involved in the program of a specific regional. It is noted that the Program has a complex chain of execution, initiated with basic training to the main agents. The flow of information and logistics is well delimited, but at operational level, the study reveals the need for improvement to better reach the desired objectives. The results presented the existence of critical nodes in the implementation phase.
