The present work has as its subject of study the mining municipalities in the state of Minas Gerais, which count as one of their main sources of revenue with the Financial Contribution for the Exploration of Mineral Resources – CFEM, foreseen in article 20, §1o of Federal Constitution of 1988. The general objective of the research is to analyze how municipalities are stimulating the management of local economic development, considering the current need for diversification of productive activities. The seek for diversification is seen as necessary, given the finite nature of mineral resources and the consequent exhaustion of mineral exploration activity. First, it was built an overview of the biggest tax-gathered municipalities of Minas Gerais in order to verify the importance of revenues for the local public administration. Then, it was ascertained, in accordance with the notion of the state capacity and of the main instruments of local planning, whether they have structure to promote public policies for the diversification of their respective economies. The work is justified by the expressiveness of the values collected by the municipalities with the CFEM by the deleterious effects caused by the activity in mining territories, as well as the consequences to be supported by the local Administration with the eventual closure of mineral exploration activities. The research conducted was based on bibliographic review, survey and document analysis, interviews and questionnaires. It was verified that, in spite of the mining activity being a growth factor of local economies, initiatives to promote economic diversification are still incipient, and it is necessary to create state capacities, as well as the improvement of the already installed capacity. What can justify the results is the absence of planning in order to deal with the application of mining royalties, as well as the lack of commitment of the local public management with the policies for economic development promotion.
