Governance and Local Development: analysis of the municipality of São José dos Campos

The objective of this research was to identify and analyze the articulation between companies, research centers, universities, public authorities and relevant actors of the municipality of São José dos Campos, with the object of research being Governance as a strategy for local development. The municipality was identified as belonging to one of the Brazilian regions with the highest technological density, with about 30 occupations in the technology sector for every 1,000 jobs; also has a mature and innovative local productive arrangement. Thus, these factors were relevant to the choice of the municipality as the object of this research, whose problem question investigates: "What are and how are the structuring categories of the articulation verified between companies, research centers, universities and public power of São José dos Campos, Positioning Governance as one of the strategic paths for local development?" A qualitative empirical research was conducted through a semi structured interview with thirteen important actors involved in this process, composed of research centers, universities, companies, public agencies and entities that articulate the process of knowledge transfer and innovation. The results show that the municipality has governance as one of the strategic elements of local development and that the relationship between the actors involved in this process occurs in a systemic and articulated way, and are also influenced by the interpersonal contacts between these actors.
