UMA VISÃO HISTÓRICA DO SURGIMENTO DA UNIÃO EUROPÉIA: A CONSTRUÇÃO DO BLOCO EUROPEU ANTECEDENTE AO TRATADO DE LISBOA / AN HISTORICAL VIEW OF THE EMERGENCE OF THE EUROPEAN UNION: THE CONSTRUCTION OF THE EUROPEAN BLOC PRIOR TO THE LISBON TREATY

Para que o estudo deste artigo se efetuasse da forma mais clara possível procurou-se dividir o mesmo em quatro pontos principais para o entendimento da  evolução  histórica  da  União Europeia,  desde  o  ponto  gerador  do  pensamento  integrativo  até  o  tratado  que  finalmente uniformizou este ideal. Primeiramente tratou-se dos Antecedentes da Integração Europeia onde se procurou brevemente explicar o contexto ensejador da ideia de uma possível integração entre países europeus.  Após foi comentado sobre a chamada Fase de Cooperação, ou também conhecida como Pós-guerra, após todos os conflitos decorrentes das Grandes guerras mundiais começam a surgir os primeiros entendimentos de integração, todos muito embrionários  ainda, pois primeiro se passou  por  todo um processo  de cooperação  entre os países, neste contexto surgem as tendências unicionistas, os três campos de cooperação (militar, econômico e político), a Comunidade  Europeia  do Carvão e do Aço  (CECA)  chamado também de Plano Schuman. Com o crescimento do ideal de integração surge, finamente, a Fase de Integração, nesta fase a integração europeia conseguiu por fim se concretizar  após as influências  decorrentes  da fase anterior, é nessa época que é instaurado o Ato Único Europeu. Por fim procurou-se tratar sobre o Tratado de Maastricht, o tratado que finalmente institui a União Européia, com a verdadeira integração econômica, política e principalmente de soberania. Para a elaboração  do artigo foi utilizado  o  método  indutivo,   com  as  técnicas   do  referente,   das  categorias,   do  conceito operacional, do fichamento e da revisão bibliográfica.   Palavras-chave: União Europeia; Tratado de Maastricht; Comunidade Europeia do Carvão e do Aço (CECA); Ato Único Europeu.   ABSTRACT   In order to make the study of this article as clear as possible it was divided in four main points to the understanding of the historical development of the integrative thought until the treaty that finally standardized this ideal.  Firstly it treated  the antecedents  of the European  integration where  it  was  sought  to  explain  briefly  the  overburdened  context  of the  idea  of  a  possible integration   among   European   countries.   Afterwards   the so   cawed   cooperation   fase  was commented and also known as post war after all the conflicts arising from the great world wars. The first under standings of integration start to emerge, an of the still very embryonic because first  it  occurred  a  process  of  cooperation  among  countries,  within  this  context  the  union tendencies emerge, the three areas of cooperation (military, economic and politic) the European community of coal and steel (CECA) also called Schuman Plan. With the growth of the ideal of integration it slightly emerges the integration fase. At this point the European integration could finally be materialized after the influences arising from the previous fase, and it is at this time that  the European  Unique  Act is introduced.  Finally it was intended  to treat  the  Maastricht treaty, the treaty that instituted the European Union, with the real economic integration, politic and  mainly  of soberany.  To develop  the  article  it was used the inductive  method,  with the referent techniques of categories, of operational concept of filing and biography review.   Keywords: European Union, Maastricht Treaty; European Coal and Steel Community (ECSC); Single European Act.
