Este artigo tem como objetivo analisar os índices de Governança eletrônica dos Municípios mais populosos do Estado da Paraíba, no ano de 2022, a partir do modelo proposto por Mello e Slomski (2012), tendo por base a Legislação vigente. Trata-se de uma pesquisa descritiva, desenvolvida com uma abordagem quantitativa, a partir de dados coletados dos portais eletrônicos de cada município. Os resultados indicaram que João Pessoa obteve a maior pontuação em relação às práticas de governança eletrônica (IGEM 76,043) e Bayeux teve o pior desempenho (IGEM 30,297). A maioria dos municípios paraibanos adotam práticas de governança eletrônica de maneira incompleta, mas algumas foram totalmente implantadas, como a disponibilização de notícias e informações sobre políticas públicas e a viabilização de um canal específico para encaminhamento de denúncias, em observância aos critérios estabelecidos pela Lei nº 12.527/2011 (Lei de Acesso à Informação) e pela Lei nº 13.460/2017 (Lei de Proteção e Defesa do Usuário de Serviços Públicos). Os resultados demonstram, ainda, que em relação à privacidade e segurança ainda há muito a ser implementado, sobretudo em virtude da criação da Lei nº 13.709/2018 - Lei Geral de Proteção de Dados Pessoais (LGPD). Portanto, o estudo reforça a importância de monitorar e avaliar o índice de governança eletrônica municipal como uma forma de identificar o nível de transparência da administração pública, as práticas e áreas que precisam melhorar e ainda as ações implementadas para proteger os dados e informações dos cidadãos, em conformidade com os regulamentos e leis vigentes no país. Palavras-chave: Administração Pública. Transparência. ABSTRACT This article aims to analyze the Electronic Governance Indices of the most populous municipalities in the State of Paraíba in the year 2022, based on the model proposed by Mello and Slomski (2012), and in accordance with current legislation. The research is descriptive in nature, employing a quantitative approach based on data collected from the electronic portals of each municipality. The results indicated that João Pessoa obtained the highest score in terms of electronic governance practices (IGEM 76.043), while Bayeux had the worst performance (IGEM 30.297). Most municipalities in Paraíba were found to adopt incomplete electronic governance practices, but some have fully implemented certain aspects, such as providing news and information on public policies and offering a specific channel for forwarding complaints, in compliance with the criteria established by Law No. 12,527/2011 (Law on Access to Information) and Law No. 13,460/2017 (Law for the Protection and Defense of Users of Public Services). However, the results also demonstrate that there is still much to be done, particularly in relation to privacy and security, especially with the implementation of Law No. 13.709/2018 - General Law for the Protection of Personal Data (LGPD). Therefore, the study underscores the importance of monitoring and evaluating the municipal electronic governance index as a means of assessing the level of transparency within public administration, identifying areas that require improvement, and tracking the actions taken to protect the data and information of citizens in accordance with the regulations and laws currently in force in the country. Keywords: Public administration.
