Resumo: | Tornar a informação contábil e financeira, no setor público, mais fácil de compreender pode incentivar os cidadãos a examinar de perto as ações governamentais, o que pode ser realizado através de relatórios contábeis mais atraentes e compreensíveis. Nesse sentido, o objetivo principal desta pesquisa foi identificar as informações essenciais para compor a estrutura do Popular Financial Reporting - PFR (ou Relatório Financeiro Popular), a fim de melhorar a compreensibilidade das informações contábeis no setor público. Para tanto, metodologicamente, utilizou-se de uma abordagem qualitativa, através de uma amostra não probabilística de estudos que tratam da temática. Com os resultados foi possível constatar, através da literatura estudada, que a proposta da estrutura sugerida para o PFR apresenta duas características basilares: características formais e características do conteúdo. As características formais referem-se à estrutura do relatório, incluindo uma apresentação visual atraente, formato acessível, publicação periódica, relatório conciso e ilustrativo. Já as características do conteúdo são relacionadas à parte textual, incluindo um contexto inicial, informações essenciais e informações complementares. Assim, a pesquisa contribui com a academia, gestores e contadores públicos, ao trazer uma discussão acerca do PFR com uma apresentação de proposta de estrutura que pode melhorar a compreensibilidade da informação contábil. ABSTRACT Making accounting and financial information in the public sector easier to understand can encourage citizens to closely scrutinize government actions, which can be accomplished through more attractive and understandable accounting reports. In this sense, the main objective of this research was to identify the essential information needed to compose the structure of Popular Financial Reporting - PFR (or Popular Financial Report), to improve the comprehensibility of accounting information in the public sector. Therefore, methodologically, a qualitative approach was used through a non-probabilistic sample of studies that dealt with the theme. With the results, it was possible to verify, through the studied literature, that the structure suggested for the PFR presents two basic characteristics: formal characteristics and characteristics of the content. Formal characteristics refer to the structure of the report, including an attractive visual presentation, an accessible format, periodic publication, and a concise and illustrative report. The characteristics of the content are related to the textual part, including an initial context, essential information, and complementary information. Thus, the research contributes to the academy, managers, and public accountants by bringing a discussion about the PFR and a presentation of a proposed structure that can improve the comprehensibility of accounting information.
