Este artigo é resultado de reflexões e análises desenvolvidas durante a execução da pesquisa Descentralização de Políticas de Infra-Estrutura Econômica, realizada com o apoio financeiro da FACEPE, num trabalho conjunto da Fundação Joaquim Nabuco, Universidade Federal de Pernambuco e Universidade Federal da Paraíba. O trabalho concentra-se ao confronto das conclusões resultantes do amadurecimento das reflexões, com algumas hipóteses inicialmente levantadas. A pesquisa baseada em dados secundários impede, muitas vezes, que se tirem conclusões e a confirmação ou negação de hipóteses, principalmente, quando se trabalha com dados relativos a orçamentos ou recursos destinados a investimentos públicos. Daí porque o presente texto representa um passo inicial no esforço de compreender o processo de reforma do Estado que, embora incipiente, está em curso, particularmente no que se refere a investimentos em infra-estrutura econômica. The article is the result of reflexions and analyses developed along the making of the research on Decentralization of Policies for Economic Infrastructure, sponsored by FACEPE and jointly made by Joaquim Nabuco Foundation, Federal University of Pernambuco, and Federal University of Paraiba. The article concentrates in the confrontation of the conclusions resulting from the maturation of the reflexions with the hypothesis raised previously. The research based on secondary data often hampers the author to reach conclusions and also the confirmation or the denial of the hypotheses, especially when one deals with data regarding budget or economic resources assigned to public investments. This is why this paper constitutes a starting point in the effort to comprehend the process of the reform of the state that, although incipient, is under way, particularly in regards to economic infrastructure.
