El artículo “Centroamérica: la crisis sin fin” analiza a crisis política de Centroamérica, prestando atención particular a la incidencia de los factores externos, en especial la política norteamericana hacia la región. Se estudia el desarrollo y costo para Centroamérica del conflicto bélico y se arguye que el mismo no tiene perspectiva de resolución, siendo por ello necesario una solución política negociada a dicho conflicto. La negociación se ve posible en tres niveles: interna, entre gobiernos y fuerzas insurgentes, externa multilateral entre los Estados Centroamericanos y externa bilateral entre Nicaragua y Estados Unidos. Se desarrollan también los modelos que permitan concebir esas negociaciones. Central America: the endless crisis. This article analyzes the political crisis in Central America, paying particular attention to the incidence of external factors, in particular United States policy towards the region. The development of the war being waged and its cost for Central America are studied, the author arguing that there is no prospect of a resolution to the conflict, a negotiated political settlement being therefore required. The negotiation is seen to be possible at three levels: the internal, i.e. between governments and insurgents; the external, multilateral level between the Central American states; and the external, bilateral level between Nicaragua and the United States. Also developed are the models permitting such negotiations to be conceived.
