Risk and danger: a sociological analysis of the United Nations prescriptions to combat Covid-19

Resumo: | Risk and danger are notions that are present in several areas of science. In sociology it could not be different. There is in their formulations a wide discussion about these two concepts that have been used to portray the various situations of supposed real or potential threats to individual and collective life. Throughout history there are times when risk and danger gain challenging dimensions for both the Social and Human Sciences and for the Natural Sciences. From 2019 onwards, this becomes evident with the pandemic outbreak of COVID 19. This study has as empirical material the diagnoses and prescriptions exposed in the documents prepared by the United Nations to propose - to governments, States, political leaders and organizations of the civil society - actions, practices and procedures both to protect the most vulnerable, in the pandemic context, and to define measures to combat the social and economic impacts resulting from Sars-Cov-2. It was found that the documents produced within the UN system greatly emphasize, in their prescriptive propositions, the social, economic and political risks arising from the pandemic, that is, the risks go far beyond the danger of contagion, which is already worrying. |

El riesgo y el peligro son nociones que están presentes en varios ámbitos de la ciencia. En Sociología no podía ser diferente. Hay en sus formulaciones una vasta discusión sobre estos dos conceptos que han sido empleados para retratar las diversas situaciones de supuestas, reales o potenciales amenazas a la vida individual y colectiva. A lo largo de la historia hay momentos en los que el riesgo y el peligro adquieren dimensiones desafiantes tanto para las Ciencias Sociales y Humanidades como para las Ciencias Naturales. A partir de 2019, esto se evidencia con el brote pandémico de COVID 19. Este estudio tiene como material empírico los diagnósticos y prescripciones expuestos en los documentos elaborados por las Naciones Unidas para proponer - a gobernantes, Estados, liderazgos políticos y organizaciones de la sociedad - a acciones, prácticas y procedimientos tanto para proteger a los más vulnerables, en el contexto de la pandemia, como para definir medidas para combatir los impactos sociales y económicos derivados del Sars-Cov-2. Se constató que los documentos elaborados en el sistema de la ONU hacen hincapié, en sus propuestas prescriptivas, en los riesgos sociales, económicos y políticos derivados de la pandemia, es decir, los riesgos van mucho más allá del peligro de contagio, que ya es muy preocupante. Na Sociologia não poderia ser diferente. Há nas suas formulações uma vasta discussão sobre esses dois conceitos que têm sido empregados para retratar as várias situações de suposta, real ou potencial ameaças à vida individual e coletiva. Ao longo da história há momentos em que o risco e o perigo ganham dimensões desafiadoras tanto para as Ciências Sociais e Humanas quanto para as Ciências Naturais. A partir de 2019, isso se torna evidenciado com o surto pandêmico da COVID 19. Este estudo tem como material empírico os diagnósticos e as prescrições expostos nos documentos preparados pelas Nações Unidas para propor - aos governantes, aos Estados, às lideranças políticas e organizações da sociedade civil - ações, práticas e procedimentos tanto para proteção dos mais vulneráveis, no contexto pandêmico, quanto para definir medidas de combate aos impactos sociais e econômicos decorrentes do Sars-Cov-2. Constatou-se que os documentos produzidos dentro do sistema ONU enfatizam sobremaneira, em suas proposições prescritivas, os riscos sociais, econômicos e políticos derivados da pandemia, ou seja, os riscos vão muito além do perigo de contágio que já é, por demais, preocupante.
