Resumo: This article seeks to analyze the human capital allocated to activities of planning and management in the counties of the Ribeira Valley. For this purpose, we carried out a census of servers that perform such activities, resulting in a population of 551. The Ribeira Valley region is located at south of São Paulo and comprises 23 municipalities, grouped in three administrative regions: Registro, Sao Paulo, and Sorocaba. Data were collected by using the technique of interrogation through interviews, and analyzed statistically. We used the nonparametric Mann-Whitney and Kruskal-Wallis tests. The results showed statistical differences in remuneration of servers in relation to size of municipalities, administrative regions, and education. However, remuneration does not differ significantly in respect to gender. We also found a clear influence of the mayor's education level on the profile of servers allocated to the areas of planning and management

Con este fin, se llevó a cabo un censo de los servidores que realizan estas funciones, lo que resulta en una población de 551. La región del Valle del Ribeira se encuentra en el sur del estado de Sao Paulo y comprende 23 condados, divididos en tres regiones administrativas: Registro, Sao Paulo y Sorocaba. Los datos fueron recolectados a través de la técnica de interrogatorio, a través de entrevistas y se analizaron estadísticamente. Se utilizó los testes no paramétricos de Mann-Whitney y Kruskal-Wallis. Los resultados revelan diferencias significativas en la remuneración de los servidores asignados a las funciones de planificación y gestión de acuerdo con el tamaño de los municipios, áreas administrativas, y la educación. Sin embargo, la remuneración de estos servidores no muestra diferencias significativas en relación con el género. También se encontró clara evidencia de una influencia del nivel de educación de la alcaldía en el perfil de los servidores asignados a las áreas de planificación y gestión.Este artigo busca analisar o capital humano alocado às funções de planejamento e gestão nos municípios paulistas do Vale do Ribeira. Para tanto, realizou-se um censo dos servidores que desempenham essas funções, resultando em uma população de 551. A região do Vale do Ribeira é localizada no sul do Estado de São Paulo e compreende 23 municípios, distribuídos por três regiões administrativas: Registro, São Paulo e Sorocaba. Os dados foram coletados utilizando a técnica de interrogação, por meio de entrevista, e analisados estatisticamente. Utilizaram-se os testes não paramétricos Mann-Whitney e Kruskal-Wallis. Os resultados revelam diferenças significativas na remuneração dos servidores alocados às funções de planejamento e gestão segundo o tamanho dos municípios, regiões administrativas, e escolaridade. Entretanto, a remuneração desses servidores não apresenta diferenças significativas em relação ao gênero.
