Public consortia of solid waste in Brazil: an analysis of the shared management profile on territory

Resumo: The article approaches the importance of Public Consortia [PC] for inter-municipal cooperation and shared management of urban solid waste. The institutional arrangements considered by the Law of Consortiums are gradually becoming more popular among the Brazilian municipalities, although still prevails a short-term culture based on sectoral actions in answering local demands. Municipal managers are realizing that inter-municipal cooperation can be a viable and sustainable strategy to confront sectoral issues with economies of scale, as well as to integrate it into a wider and more dynamic territory in the regional development processes. The aim of the article is to present an overview of the evolution of PC and of the consortium management of urban solid waste in Brazil by reflecting on its potential from the perspective of inter-municipal cooperation. It is concluded that the PC are viable for both: the search for common solutions as well as the process of regional development through cooperation and the shared use of decision, operation and transparent information systems by its members.JEL-Code | Q53; R11; R59.

Los arreglos institucionales, bajo la luz de la Ley de los Consorcios, están ganando espacio entre los municipios brasileños, en los cuales aún prepondera una cultura inmediatista para cumplir demandas locales y legales. Los gestores municipales se han dado cuenta de que la cooperación entre los municipios puede ser una estrategia viable y sostenible para encarar la problemática sectorial con ventajas de escala, y también para integrarse a un territorio más amplio y dinámico. El objetivo es presentar un panorama de la evolución de los CP y de la gestión consorciada de residuos sólidos urbanos en Brasil, reflexionando sobre su potencial para la cooperación regional. Se concluye que los CP son viables tanto para la búsqueda de soluciones comunes como para el proceso de desarrollo regional, a través de la cooperación, de relaciones simétricas y de la implantación de sistemas de decisión, operación e información transparentes entre los consorciados.Código JEL | Q53; R11; R59.O artigo analisa a importância dos Consórcios Públicos [CP] para a cooperação intermunicipal e a gestão compartilhada de resíduos sólidos urbanos. Os arranjos institucionais, sob a luz da Lei dos Consórcios, estão ganhando espaço entre os municípios brasileiros, nos quais ainda prepondera uma cultura imediatista com ações setoriais para atender demandas locais e legais. Os gestores municipais têm percebido que a cooperação intermunicipal pode ser uma estratégia viável e sustentável para enfrentar a problemática setorial com ganho de escala e, também, para integrar-se a um território mais amplo e dinâmico no processo de desenvolvimento regional. Aqui, o objetivo é apresentar um panorama da evolução dos CP e da gestão consorciada de resíduos sólidos urbanos no Brasil, refletindo sobre o seu potencial da perspectiva da cooperação regional.
