Resumo: The main objective was proposing the use of artificial intelligence (AI) frameworks in the management of intercity consortia in Brazil, with the implementation of technological tools that allow, in a coordinated and strategic way, the efficient management of sanitation, security, and public transport services. This discussion gains importance for several reasons, among which the improvement in decision-making is one of them, providing guidelines capable of making the decision-making process more informed and accurate. Thus, the concept of inter-municipal consortia and variants are explored as theoretical assumptions, conceiving a qualitative study, with descriptive and propositional characteristics. It was concluded that the use of AI for the management of consortia of intercity services is perceived as a promising and innovative approach, optimizing processes, improving operational efficiency, reducing costs, and increasing the quality of services offered to the population. Further studies involving performance evaluation, economic feasibility studies, assessment of social and environmental impacts, ethical and legal aspects, as well as involving adoption of new technologies in exploring the use of other AI techniques and approaches, such as cloud computing, the internet of things (IoT), and blockchain.

Esta discusión adquiere importancia por varias razones, entre las cuales la mejora en la toma de decisiones es una de ellas, proporcionando pautas capaces de hacer que el proceso de toma de decisiones sea más informado y preciso. De esta manera, se exploran el concepto de consorcios intermunicipales y sus variantes como supuestos teóricos, concebiendo un estudio cualitativo, con características descriptivas y propositivas. Se concluyó que el uso de IA para la gestión de consorcios de servicios intermunicipales se percibe como un enfoque prometedor e innovador, optimizando procesos, mejorando la eficiencia operativa, reduciendo costos y aumentando la calidad de los servicios ofrecidos a la población. Se recomiendan estudios adicionales que involucren la evaluación del rendimiento, estudios de viabilidad económica, evaluación de impactos sociales y ambientales, aspectos éticos y legales, así como la adopción de nuevas tecnologías en la exploración del uso de otras técnicas y enfoques de IA, como la computación en la nube, el internet de las cosas (IoT) y el blockchain.O objetivo principal deste artigo é propor o uso de modelos de inteligência artificial na gestão de consórcios intermunicipais no Brasil, com implementação de ferramentas tecnológicas que permitem, de forma coordenada e estratégica, a gestão eficiente dos serviços de água, esgoto, segurança e transporte público. Essa discussão ganha importância por vários motivos, entre os quais a melhoria na tomada de decisões é um deles, fornecendo diretrizes capazes de tornar o processo de tomada de decisões mais informado e preciso. Assim, o conceito de consórcios intermunicipais, inteligência artificial e variantes, são explorados como pressupostos teóricos, concebendo um estudo qualitativo, com características descritivas e propositivas. Concluiu-se que a utilização da inteligência artificial para a gestão de consórcios de serviços intermunicipais é percebida como uma abordagem promissora e inovadora, otimizando processos, melhorando a eficiência operacional, reduzindo custos e aumentando a qualidade dos serviços oferecidos à população.
