Resumo: | Dear BJIHS friends, I come through this letter to express my congratulations and enormous joy at having another vehicle for scientific dissemination in the state of Amapá. The group of specialized Dentistry shows once again to be in tune with the wishes of both the population and the academic class of our state. European and Asian countries are the ones that most support the research and development sectors considering the proportion of investment in relation to the Gross Domestic Product (GDP). In 2013, Israel appeared as the first place in this ranking, with an investment of 4.2% of its GDP, corresponding to an investment of 11 billion dollars. Brazil, on the other hand, despite the investment of US $ 31 billion, used only 1.3% of its GDP, occupying the 36th place on the list. To make matters worse, the Brazilian science budget has shrunk by more than 40% in the last three years. Currently, it can be said that the situation is even more worrying due to the possibility of freezing that value, which is well below the essential, for the next 20 years. The Proposed Amendment to the Constitution (PEC) 55/2016 establishes a public spending ceiling for the coming years, allowing only readjustments based on the inflation levels of the periods. Even with all these obstacles and difficulties in our country, Amapá follows a different path and in no way restricted the funds for research and science. I hope that this publication will once and for all leverage our scientific production, especially in the area of medical and dental sciences, which is the scope of the journal and I register here all our encouragement and respect for the entire editorial board, in the name of Prof. Dr. Éber Coelho Paraguassu. Antônio Waldez Góes da Silva - Governor of the State of Amapá Prezados amigos do BJIHS, venho por meio desta carta expressar minha felicitação e enorme alegria em ter mais um veículo de divulgação científica no estado do Amapá. O grupo de Odontologia especializada mais uma vez demonstra estar sintonizado com os anseios, tanto da população quanto da classe acadêmica de nosso estado. Os países europeus e asiáticos são os que mais apoiam os setores de pesquisa e desenvolvimento considerando a proporção de investimento em relação ao Produto Interno Bruto (PIB). Em 2013, Israel apareceu como o primeiro colocado nesse ranking, com um investimento de 4,2% de seu PIB, correspondendo a um investimento de 11 bilhões de dólares. Já o Brasil, apesar do investimento de 31 bilhões dólares, utilizou apenas 1,3% de seu PIB, ocupando o 36º lugar da lista. Para piorar, o orçamento da ciência brasileira encolheu mais de 40% nos últimos três anos. Atualmente, pode-se dizer que a situação é ainda mais preocupante devido à possibilidade de congelamento desse valor, que é muito abaixo do essencial, para os próximos 20 anos. A Proposta de Emenda à Constituição (PEC) 55/2016 institui um teto de gastos públicos para os próximos anos, permitindo apenas reajustes baseados nos níveis de inflação dos períodos. Mesmo com todos esses empecilhos e dificuldades em nosso pais, o Amapá segue um caminho diferente e em nada contingenciou as verbas para pesquisa e ciência. Faço votos que está publicação venha para alavancar de vez a nossa produção cientifica, em principal na área das ciências medico-odontológicas, o qual é o escopo direcionado do periódico e deixo aqui registrado todo nosso incentivo e respeito a todo o corpo editorial, em nome do Prof. Dr. Éber Coelho Paraguassu.
