Resumo: | Abstract This paper analyses the development of European security since the end of the Cold War and how the European Union’s and Russia’s understandings of European security have diverged. The paper argues that the competing projects of the EU and Russia in the neighbourhood are a reflection of ontological insecurity which have prevented a renewed European security regime from emerging. |
