Investments in the Bolsa Família Program: comparative analysis between Santa Maria, Rio Grande do Sul and Brazil (2004-2013)

Resumo: The objective of this study is to follow up the investment in Bolsa Família Programme between 2004 and 2013 in Santa Maria and compare it to the programme’s behavior of the state and in national level. The secondary data has been collected through Social Portal Data. To an alyze the results the SPSS software has been used, in which descriptive statistics and Kruskal Wallis test have been estimated. The main results show that the South region is the second in the ranking that receive fewer investment and Santa Maria receives only 0,07% from 3,4% of values transfered to the state. It has been verified that the average benefit value is increasing in the three scopes studied, however, in Santa Maria the benefit has kept lower if compared to Rio Grande do Sul’s average in the first nine years studied. The total investment utilized in Santa Maria has being increasing, although in a lower percentage in each year, as well as Rio Grande do Sul and Brazil. Therefore, there are no significant differences in the variations of the program e when compared state and national levels.

A coleta de dados secundários se deu por meio do portal Data Social. Para análise dos resultados, utilizou-se o software SPSS, com o qual se realizou a estatística descritiva e o teste de Kruskal-Wallis. Os principais resultados apontam que a região Sul do País é a segunda que menos recebe investimentos. Ali, o estado do Rio Grande do Sul é o que mais recebe o benefício; Santa Maria recebe apenas 0,07% dos 3,4% repassados ao estado. Verificou-se que o valor médio do benefício vem aumentando nos três âmbitos aqui estudados, porém o benefício se manteve menor na cidade que a média do Rio Grande nos nove anos estudados. O montante dos investimentos realizados em Santa Maria vem aumentando, porém a cada ano em menor percentual, assim como no Rio Grande do Sul e no Brasil como um todo.
