Political projects of territorial development : territorialities, meanings and the field of disputes in Southwest of São Paulo

Taking as its starting point the idea of territory, beyond a geographical concept, is also a constructed category by the sociopolitical dynamics and the relationship between local and extraterritorial groups intervention, this paper seeks to understand the different territorial processes and the meanings a tributed to the territory that have shaped the Sudoeste Paulista, a region in the state of São Paulo. In case it is observed distinct meanings to the idea of territory, encouraged on the one hand, by the public policy of territorial development and, secondly, by social groups that establish actions that connotes the territory with out necessarily acquainted with such policies. In this sense, we intend to present in this paper the ways in which the interests of groups and social actors are organized under different political projects, as well as understanding the social dynamics that shape the process of implementing public policies of territorial development in the Sudoeste Paulista, showing that observe social relations only from these policies, as is recurrent in the vast majority of studies on the territorial development policies, is insufficient to understand the complexity of power relations in the territories.
