Resumo: | This study aims to discuss the participation of family farming actors in the construction process of ABC Plan, taking the public action approcha as theoretical basis. The research included 27 interviews with key actors, quantitative data on policy operationalization and documental analysis. It was observed that the construction of Plan ABC counted on the participation of several actors, with different interests and speeches. It was concluded that the main factors that removed representatives of family farming from the construction process of the ABC Plan can be summarized in the following themes: a construction of public policy in response to an international demand, made in a short period of time; weak adherence to the proposed transition from conventional agriculture to agroecology; the anticipation of Mapa in relation to the launch of a specific credit instrument, as well as the prioritization of other agendas in the period. |

A pesquisa contemplou a realização de 27 entrevistas com atores-chave, dados quantitativos de operacionalização da política e análise documental. Observou-se que a construção do Plano ABC contou com a participação de diversos atores, com diferentes interesses e discursos.
