“As far as I know, water doesn't make a hill”: conflicting perspectives in the implementing process of the Cachoeira hydroelectric power plant on the Parnaíba River (PI / MA)

Resumo: The present work brings into discussion some issues about the different development perspectives, environmental handling and conservation and territorial rights identified in the speeches of the actors envolved in a Project to implement the Cachoeira Hydroelectric Plant, in the Parnaíba river (PI/MA). From a study case of two riverine communities to be striked by this Project, the Manga villages in Piauí and Maranhão, it is possible to identify some assumptions that support and legitimate this type of intervention, despite the dissatisfaction of the communities envolved and the acknowlegment of the Socio-enviromental impacts. The Manga villages are two old and small rural settlements located in the riverbanks of the Parnaíba river, on the border of the states Piauí and Maranhão. This geografic specificity propiciates the common origin of the communities and the intense contact and identification between the two sides of the river. Parnaíba is, therefore, both a link and a frontier to its riverine people. Considering the Manga villages a privileged place for analysis, it is possible to comprehend some resistency mechanisms as well as the assimilation of the hydroelectric plant complex entrepeneurs’ speech by the locals and also to unveil the underlying power relations to their reactions and expectations.

A partir do estudo de caso de dois povoados ribeirinhos a serem atingidos pelo empreendimento, as vilas da Manga do Piauí e da Manga do Maranhão, é possível identificar alguns dos pressupostos que sustentam e legitimam esse tipo de intervenção, a despeito da insatisfação de comunidades atingidas e do reconhecimento dos impactos socioambientais. As vilas da Manga são dois antigos povoados agrícolas frontalmente assentados às margens do rio Parnaíba, divisa dos estados do Piauí e Maranhão. Esta especificidade geográfica enseja a origem comum dos povoados e o intenso contato e identificação entre suas margens, o que confere ao Parnaíba a dupla condição de elo e fronteira entre suas populações “beiradeiras”.
