Considerations on democratic and participatory management in Professional and Technological Education

Resumo: The purpose of this essay is to reflectaboutdemocratic and participatory school management in Vocationaland Technological Education (EPT). For this, based on a qualitative approach and a bibliographical and documentary research, this study discusses the following points dialectically: the principles that guide democratic school management in institutions in EPTand the mechanisms of democratic participation in EPT. It is understood that democratic school management must continuously re-elaborate and redirect its principles, reassess its mechanisms of participation and make power a possibility and an empowerment of the subjects that make up the school community. On the part of the management, there must always be a double responsibility for the institution to be the germ of an egalitarian society and to stimulate education professionals to become involved in the questions about the constitution of a democratic organization. Democratic management favors divergence, controversy, plurality of ideas and solidifies it for the purpose of a free, just and solidary society. Reflective dialogue is an antidote to avoid autocracy, oligarchy and tyrannies that are not and will not be the privilege of a particular culture or time. The numerous contradictions that challenge EPTcan not be minimized, they must be tackled from a theoretical and practical point of view, but for this a minimum consensus must be formed around management so that although there are so many differencesof conceptions and views, lose the focus of what is the human and social role of an institution that forms for EPT

Para tanto, pautado em uma abordagem qualitativa e em uma pesquisa bibliográfica e documental, este estudo discute dialeticamente os seguintes pontos: os princípios que orientam a gestão escolar democrática em instituições na EPT e os mecanismos de participação democrática na EPT. Entende-se que a gestão escolar democrática precisa continuamente reelaborar e redirecionar seus princípios, reavaliar seus mecanismos de participação e fazer do poder uma possibilidade e um empoderamento dos sujeitos que constituem a comunidade escolar. Por parte da gestão deve haver sempre esse duplo cuidado, de que a instituição seja germe de uma sociedade igualitária e estimular os profissionais da educação a se envolverem nas questões acerca da constituição de uma organização democrática. Uma gestão democrática favorece a divergência, a controvérsia, a pluralidade de ideias e a solidifica-se no intuito de uma sociedade livre, justa e solidária. O diálogo reflexivo constitui-se como antídoto para evitar a autocracia, a oligarquia e as tiranias que não são e nem serão privilégio de uma determinada cultura ou época.
