Resumo: Good performance of public activities has been increasingly endorsed by citizens. Therefore, it is clear that public budgets are no longer part of revenue and expenditure, but a strategic and manageable instrument linked to planning and control aiming at improving government spending. This way, there can be construction of an equal society with essential and quality public services. This article deals with the budget management of the State Foundation Gaspar Vianna Clinical Hospital, which is part of the indirect administration of the State of Pará. The study aimed at analyzing the reality experienced by the hospital, regarding planning, execution, and monitoring of its budget, as well as the problems found in their effort for greater efficiency in the public health services area.

Desse modo, compreende-se que o orçamento público já não é mais uma peça de receitas e despesas, mas um instrumento estratégico e gerenciável atrelado ao planejamento e ao controle, visando à melhoria dos gastos públicos realizados, para que, assim, haja a construção de uma sociedade com equidade e serviços públicos essenciais sejam prestados com qualidade.
