Health, philanthropy and government in Brazil (XIX and XX centuries): revelations of the 1855 Cholera epidemic in Campos dos Goytacazes

Resumo: This article discusses the position of both government and society facing public health in Brazil, as of the Cholera epidemic that reached Campos dos Goytacazes in 1855, with the aim of demonstrating how philanthropy was an important obstacle to the universalization of social rights in the country. The analysis is focused on the presence of a philanthropic culture of long duration which, practiced on a large scale, involved the government and society in a complex exchange ratio of favor with the basic problems of the population. The role of institutions such as the Santas Casas de Misericórdia, central actors for the functioning of organized assistance in that culture is also examined.

A análise está focada na presença de uma cultura filantrópica de longa duração que, praticada em larga escala, envolvia o poder público e a sociedade numa complexa relação de troca de favor diante dos problemas básicos da população.
