Network between local government and universities: the formation of the Macaé Observatory in the interinstitutional and intersectoral collaborative context

Resumo: One of the main arrangements that aim to guarantee the Universities social integration is through networks. In Macaé, a city in the interior of the Rio de Janeiro State, the local government encouraged the scientific potential with cooperation between the various Higher Education Institutions (HEIs) located in the region, through the implementation of the Macaé City Observatory. This article aims to discuss the creation of an interinstitutional and intersectoral study and research center, with shared spaces for analysis and reflection. For that were opted for a practical research on the history of the nucleus for the intervention purpose. It was possible to verify that the sharing of physical spaces and the production of knowledge about different points of view occur with political, ideological, varied knowledge clashes, with the possibility of advances, sometimes inherent in the dialogue between people and institutions. In this process, it was noticed the incorporation of several actors - municipal managers, public agents, professors, students, private institutions representatives and society - streamlining the production and dissemination of knowledge with an emphasis on Macaé and the region.

Este artículo tiene como objetivo discutir la creación de un centro de estudio e investigación interinstitucional e intersectorial, con espacios compartidos de análisis y reflexión. Para ello se optó por una investigación práctica sobre la historia del núcleo con fines de intervención. Se pudo constatar que el intercambio de espacios físicos y la producción de conocimiento sobre diferentes puntos de vista ocurren con choques políticos, ideológicos, de saberes variados, con posibilidad de avances, a veces inherentes al diálogo entre personas e instituciones. En este proceso, se notó la incorporación de varios actores - gestores municipales, agentes públicos, docentes, estudiantes, representantes de instituciones privadas y de la sociedad - dinamizando la producción y difusión del conocimiento con énfasis en Macaé y la región.Um dos principais arranjos que visam garantir a integração social das Universidades se dá através de redes. No município de Macaé, interior do Estado do Rio de Janeiro, o governo local incentivou o potencial científico, com a cooperação entre as diversas Instituições de Ensino Superior (IES) localizadas na região, através da implementação do Observatório da Cidade de Macaé. Este artigo tem como objetivo discorrer acerca da criação de um núcleo de estudo e pesquisa interinstitucional e intersetorial, com espaços de análise e reflexão compartilhados. Para tanto, optou-se por uma pesquisa prática sobre a história do núcleo com fins de intervenção. Foi possível verificar que o compartilhamento de espaços físicos e a produção de conhecimento sobre diferentes pontos de vista ocorrem com embates políticos, ideológicos, de saberes variados, com possibilidade de avanços, por vezes inerentes ao próprio diálogo entre pessoas e instituições.
