Nowadays, as we deal with fiscal adjustment and the wearing out of movements for the expansion and universalization of social rights, in both central and peripheral countries, it is necessary to examine the present meaning of Social Assistance Public Policy as a policy addressed to the most underprivileged workers. Considered as the main social policy of latest Federal Government, due to the income improvement in the poorest families, the Programa Bolsa Família (PBF) has not succeeded in promoting access of those workers to social rights, especially employment, which are basic requirements to overcome poverty as well as to achieve citizenship.
