The Neotechnist Adjustment in the High School Counter-Reform

Resumo: The article aims to analyze the educational impacts of the High School counter-reform and its close relations with the systemic business project. To achieve this objective, we approach the problem from a qualitative investigation, where observations are the result of bibliographical and documentary research, to understand the neoliberal and neo-technicist logic that permeates education, based on intolerance and adjustment characteristics. The educational counter-reform under study cannot be considered only in a movement initiated by the enactment of the Brazilian Law 13.415/ 2017 that imposes the “new” High School rules, on the contrary, it should be understood as diluted and intentional actions, which, apparently isolated, accelerate its implementation, especially in the post-pandemic scenario of Covid-19. It is part of an emergency movement of neoliberalism on a world scale, in which standardization of education is constituted around teaching focused on competencies and skills, from essential learning characteristics, with pre-determined results, transfer of innovations developed in the business sector (private hegemony apparatus), and test-based accountability. Based on the guiding documents and discussions in the educational field, we conclude that the purpose of this movement is aimed at both privatization and the intentional dismantling of efforts until then spent on the historical construction of the identity of High Schools, to accentuate inequalities, a key point of standardization and neotechnicist conception of education. The neoliberal project presents itself in a restructuring alignment of the social policy of the public school, whose control is strengthened by the ideological vision of the market. Para atingir tal objetivo, abordamos a problemática a partir da abordagem qualitativa de investigação, cujas reflexões resultam de uma pesquisa de cunho bibliográfico e documental, a fim de compreender a lógica neoliberal e neotecnicista que permeia a educação, baseada em características de intolerância e ajustamento. A contrarreforma educacional em estudo, não pode ser considerada apenas, em um movimento iniciado pela promulgação da Lei nº 13.415/ 2017 que impõe o “novo” Ensino Médio, ao contrário, deve ser compreendida como ações diluídas e intencionais, que, aparentemente isoladas, aceleram a agenda de sua implementação, especialmente, no cenário pós-pandêmico da Covid-19. É parte de um movimento emergencial do neoliberalismo em escala mundial, cuja padronização da educação se constitui em torno de um ensino voltado às competências e habilidades, a partir de características básicas de aprendizagem, com resultados pré-determinados, transferência de inovações elaboradas no setor empresarial (aparelhos privados de hegemonia), e responsabilização baseada em testes. A partir dos documentos norteadores e das discussões afloradas no campo educacional, concluímos que a finalidade desse movimento, visa tanto à privatização, quanto o desmonte intencional dos esforços até então despendidos na construção histórica da identidade do Ensino Médio, a acentuar as desigualdades, ponto chave da padronização e concepção neotecnicista de educação. O projeto neoliberal se apresenta em um alinhamento desestruturante da política social da escola pública, cujo controle desta, se fortalece na concepção ideológica de mercado.
