Democracy and Neoconservatism as a Relationship Between the Public: Advances and Setbacks in Diversity Policies in Brazil

Resumo: | This article presents some elements for the debate on the relationship between the public and the private as societal projects in dispute and on the way in which the recent process of building democracy guided the theme of diversity policies in Brazil. When analyzing the movement of the real in our research based on bibliographic analysis, we observe that not only subjects linked to the market, but also to neoconservatism and neofascism are disputing their societal projects in educational policies. Our historical clipping begins in the 1980s, with the country's redemocratization process, and reaches the present day, highlighting the contradictions that guided the construction of these policies and the losses after the 2016 coup d'état. We conclude that diversity plays an important role in expanding the very concept of democracy, understood here as social and economic equality and respect for differences. Keywords: Democracy. Public-private relationship.Este artigo apresenta alguns elementos para o debate sobre a relação entre o público e o privado como projetos societários em disputa e sobre o modo como o processo recente de construção da democracia pautou o tema das políticas de diversidade no Brasil. Ao analisar o movimento do real em nossas pesquisas a partir de análise bibliográfica, observamos que não apenas sujeitos vinculados ao mercado, mas também ao neoconservadorismo e ao neofascismo estão disputando seus projetos societários nas políticas educacionais. Nosso recorte histórico inicia na década de 1980, com o processo de redemocratização do país, e chega aos dias atuais, evidenciando as contradições que pautaram a construção dessas políticas e as perdas depois do golpe de Estado de 2016. Concluímos que as políticas de valorização da diversidade cumprem um importante papel na ampliação do próprio conceito de democracia, entendido aqui como igualdade social e econômica e respeito às diferenças.
