Implementation of High School Counter-Reform (Law nº. 13.415/2017) in Santa Catarina: Continuing Education as a Privatization Strategy and Teaching Agreement

Resumo: This article aims to analyze the perceptions of Santa Catarina teachers about the implementation of Law No. 13.415/2017 from the continuing education offered by the Santa Catarina State Department of Education (SED/SC) in the years of 2020 and 2021. Methodologically, the study was supported by a qualitative approach, with an interpretative, analytical and descriptive character, employing bibliographic, documentary and empirical research procedures, using the content analysis technique for data analysis. Among the results obtained in this study, we observed that the state of Santa Catarina quickly joined the New High School Implementation Support Program (NEM), via Ordinance No. 649/2018, starting implementation in 120 pilot schools in 2020. Continuing the implementation of the NEM, in the context of the COVID-19 Pandemic, the aforementioned state carried out cycles of continuing education online as a strategy to ensure the success of the High School counter-reform. The analysis presented here of six of these formations, as well as of the participants' comments, allowed us to identify both adhesions to the counter-reformist discourse and resistance on the part of Santa Catarina teachers. Teacher Perceptions.Este artigo objetiva analisar as percepções dos professores catarinenses acerca da implementação da Lei nº 13.415/2017 a partir da formação continuada oferecida pela Secretaria de Estado da Educação de Santa Catarina (SED/SC) nos anos de 2020 e 2021. Metodologicamente o estudo amparou-se em uma abordagem qualitativa, de caráter interpretativo, analítico e descritivo, empregando procedimentos de pesquisa bibliográfica, documental e empírica, utilizando-se da técnica de análise de conteúdo para análise dos dados. Entre os resultados obtidos neste estudo, observamos que o estado de Santa Catarina aderiu rapidamente ao Programa de Apoio à implementação do Novo Ensino Médio (NEM), via Portaria nº 649/2018, iniciando a implementação em 120 escolas-piloto em 2020. Para dar continuidade à implementação do NEM, no contexto da Pandemia de COVID-19, o referido estado realizou ciclos de formação continuada on-line como estratégia para garantir o êxito da contrarreforma do Ensino Médio. A análise, aqui apresentada, de seis dessas formações, bem como dos comentários dos participantes, permitiu identificar tanto adesões ao discurso contrarreformista quanto resistências por parte dos professores catarinenses.
