A OPERAÇÃO LIMPEZA EM PORTO ALEGRE – 1964: O CASO LÚCIO

RESUMOObjetivamos neste texto analisar a implementação da “operação limpeza” no município de Porto Alegre, a partir do processo histórico de desenvolvimento do golpe civil-militar de 1964. Mediante os desdobramentos políticos de 31 de março daquele ano foi instaurado o Ato Institucional nº 1, cujos dispositivos suspendiam temporariamente as garantias constitucionais e legais dos servidores públicos e permitiam a investigação sumária dos titulares que tivessem atentado contra o regime “democrático” e a “segurança” do País. Em Porto Alegre, foi instaurada a “Comissão Especial de Averiguação”, que mediante uma chefia militar, penetrou todos os setores da administração municipal com o intuito de “investigar” e “afastar” os supostos servidores “subversivos”. Neste sentido, através dos documentos produzidos pela referida comissão é que pretendemos analisar como este processo repressivo se desenvolveu na capital rio-grandense a partir da perseguição ao municipário Lúcio Olímpio do Amaral Vieira no alvorecer do regime ditatorial que se estenderia por mais vinte e um anos.ABSTRACTThe purpose of this paper is to analyze the accomplishment of the “cleaning operation” in the city of Porto Alegre, based on the historical process of development of the civil-military coup of 1964. Through the political developments of March 31st of that year, Institutional Act No. 1 was established, whose provisions temporarily suspended the constitutional and legal guarantees of public servants and allowed the summary investigation of the holders who had attacked the “democratic” regime and the “security” of the country. In Porto Alegre, the “Special Investigation Commission” was established, which, through a military command, penetrated all sectors of the municipal administration in order to “investigate” and “fend off” alleged “subversive” officials. In this sense, through the documents produced by the aforementioned commission, we intend to analyze how this repressive process developed in the capital of Rio Grande do Sul from the persecution of the municipality Lúcio Olímpio do Amaral Vieira at the dawn of the dictatorial regime that would last for another twenty-one years.
