Resumo: The purpose of this study was to determine which would be the most adequate model of privatization for the Brazilian Post and Telegraph Corporation (ECT). It mainly considers the factors of the increase of the sector’s operational efficiency, fiscal impact and applicability in the Brazilian context. At first, it was defined the position of the Post Office in the Brazilian postal service market. Then, the privatization principles were brought based on the results of the privatizations that happened in Brazil and in different countries, where positive results were registered. Besides, it is highlighted what it must be avoided from past experiences in order to have a more effective privatization. In the third section of the article, a comparison between the pulverized and consolidated privatization models is made through the review of empirical works, and it was observed that a higher number of positive cases and a greater viability in favor of the concentrated model via auction for the Post Office. In the fourth section, the auction phases are detailed and combined with the need of a sector liberalization policy so that the expected improvements are achieved.

En primer lugar, se definió la posición de los Correos en el mercado de servicios postales brasileños. A continuación, los fundamentos de la privatización se traen a partir de los resultados de las privatizaciones en Brasil y en diferentes países. Se puntuan los resultados positivos de estas acciones y se resalta lo que debe ser evitado a partir de las experiencias pasadas para obtener una privatización más eficiente. En la tercera sección del artículo se hace una comparación entre modelos pulverizados y modelos concentrados de privatización por medio de la revisión de trabajos empíricos, donde se constató tanto una mayor cantidad de casos positivos como una mayor viabilidad de aplicación en favor del modelo concentrado a través de subasta. En la cuarta sección, las fases de la subasta se detallan y se combinan con la necesidad de una política de liberalización en el sector para que las mejoras esperadas sean alcanzadas.O propósito deste estudo foi determinar qual seria o modelo de privatização mais adequado para a Empresa Brasileira de Correios e Telégrafos (ECT), considerando, principalmente, os fatores de aumento de eficiência operacional do setor, impacto fiscal e aplicabilidade no contexto brasileiro. Primeiramente, definiu-se a posição dos Correios no mercado de serviços postais brasileiros. Em seguida, os fundamentos da privatização são trazidos a partir dos resultados das privatizações no Brasil e em diferentes países onde se pontua os resultados positivos e ressalta-se o que deve ser evitado das experiências passadas para obter-se uma privatização mais eficiente. Na terceira seção do artigo é feita uma comparação entre modelos pulverizados e modelos concentrados de privatização por meio da revisão de trabalhos empíricos, onde se constatou tanto uma maior quantidade de cases positivos quanto uma maior viabilidade de aplicação em favor do modelo concentrado via leilão para os Correios.
