Resumo: | Celerity, economy and transparency in Government seem to be essential conditions for the public sector proper functioning. Thereby, it is not a few times that excessive bureaucracy prevents citizens from accessing the Public Administration, whether when they need to regularize a situation, seeking justice or participate in decision-making processes. This paper, therefore, aims to explore the conceptions about bureaucracy, a familiar and little understood topic. With this, it is intended to demonstrate that the concept of debureaucratization goes far beyond simplifying procedures; it is related to freedom, human dignity and guaranteeing the quality of being a citizen. In this way, a broad look at bureaucracy and how it affects the lives of individuals allows a greater understanding of the initiatives that make Public Administration more flexible. |

Así, no son pocas las veces que el exceso de burocracia le impide al ciudadano acceder a la Administración Estatal, sea cuando necesita regularizar una situación, buscar a la Justicia o participar de los procesos de toma de decisión. Este artículo, por lo tanto, tiene el objetivo de desnudar las concepciones sobre la burocracia, un tema familiar y poco comprendido. Así, se intenta demostrar que el concepto de desburocratización va mucho más allá que solo simplificar procedimientos; está relacionada a la libertad, a la dignidad humana y a la garantía a la calidad de ser ciudadano. De ese modo, una mirada amplia sobre la burocracia y cómo esta implica en la vida de los individuos permite una mayor comprensión acerca de las iniciativas que flexibilizan la Administración Pública.Maior celeridade, economicidade e transparência nos atos estatais parecem ser condições indispensáveis para o bom funcionamento da esfera pública. Assim, não são poucas as vezes que o excesso de burocracia impede o cidadão de acessar à Administração Estatal, seja quando necessita regularizar uma situação, buscar à Justiça ou participar dos processos de tomada de decisão. Esse artigo, portanto, objetiva desnudar as concepções sobre a burocracia, um tema familiar e pouco compreendido. Com isso, intenta-se demonstrar que o conceito de desburocratização vai muito além do que simplificar procedimentos; está relacionada à liberdade, à dignidade humana e à garantia à qualidade de ser cidadão.
