Resumo: This work studies the impact of state intervention on the development of telecommunications companies in Brazil and digital inclusion in areas with low population density. The research was developed to answer the following question: How did state intervention influence the development of telecommunications companies in Brazil and digital inclusion in areas with low population density? The specific objectives of this work are: 1. Demonstrate the Austrian theory of interventionism and exemplify its practice in the telecommunications industry; 2. Present and analyze secondary data from the telecommunications industry that help understand the impact caused by interventionism in this area or the benefits of its lack of small providers; 3. Understand and conclude whether the lack of interventionism in small internet providers in sparsely populated areas brought benefits to this industry. This is a theoretical-empirical article based on bibliographical research in light of the Austrian Theory of Interventionism, following the case study strategy and applied in the context of small Brazilian operators in the telecommunications sector. The results pointed to an acceleration of the development of these operators when there were fronts of bureaucracy and deregulation that affected the small providers.

La investigación se desarrolló para responder a la siguiente pregunta: ¿Cómo influyó la intervención estatal en el desarrollo de las empresas de telecomunicaciones en Brasil y la inclusión digital en áreas con baja densidad de población? Los objetivos específicos de este trabajo son: 1. Demostrar la teoría austriaca del intervencionismo y ejemplificar su práctica en la industria de las telecomunicaciones; 2. Presentar y analizar datos secundarios de la industria de las telecomunicaciones que ayuden a comprender el impacto que genera el intervencionismo en esta área o los beneficios de su carencia para los pequeños proveedores; 3. Comprender y concluir si la falta de intervencionismo en los pequeños proveedores de internet en áreas escasamente pobladas trajo beneficios a esta industria. Este es un artículo teórico-empírico basado en una investigación bibliográfica realizada a la luz de la Teoría Austriaca del Intervencionismo, siguiendo la estrategia de estudio de caso y aplicada en el contexto de los pequeños operadores brasileños en el sector de las telecomunicaciones. Los resultados obtenidos apuntan a una aceleración del desarrollo de estos operadores cuando hubo frentes de burocracia y desregulación que afectaron a los pequeños proveedores.Este trabalho estuda o impacto da intervenção estatal no desenvolvimento das empresas de telecomunicações no Brasil e a inclusão digital em áreas com baixa densidade populacional. A pesquisa foi desenvolvida para responder a seguinte pergunta: De que maneira a intervenção estatal influenciou o desenvolvimento das empresas de telecomunicações no Brasil e a inclusão digital em áreas com baixa densidade populacional? Os objetivos específicos deste trabalho são: 1. Demonstrar a teoria austríaca do intervencionismo e exemplificar sua prática na indústria de telecomunicações; 2. Apresentar e analisar dados secundários da indústria de telecomunicações que auxiliem no entendimento do impacto causado pelo intervencionismo nesta área ou os benefícios da falta dele para os pequenos provedores; 3. Entender e concluir se a falta de intervencionismo nos pequenos provedores de internet em áreas de baixa densidade populacional trouxe benefícios para esta indústria. Trata-se de um artigo teórico-empírico fundamentado em pesquisa bibliográfica feita à luz da Teoria Austríaca do Intervencionismo, seguindo a estratégia do estudo de caso e aplicado no contexto das pequenas operadoras brasileiras no setor de telecomunicações.
