Diversification of the Energy Matrix in Rio Grande do Sul: a multilevel approach

Resumo: Since the 1990s, the state administration of Rio Grande do Sul has established diversification of the energy matrix as a priority. Over two decades, this has stimulated a socio-technicaltransition towards greater sustainability that prioritizes renewable sources. Despite posing technical challenges and new supply security risks, local energy production has started, with continuous innovation. In order to interpret these changes, this essay applies the FrankGeels’ multilevel approach, focusing on the analysis of the scale of investments in energy generation within innovation niches. Scale is relevant as large projects are not neutral regarding their impact on the territory. Data collection was performed between 2015/17 in the Guaíba Hydrographic Region, where economic agents have autonomously and spontaneously established diversified distributed generation while maintaining the localdecision-making power over capital flows.

A lo largo de dos décadas ese objetivo viene estimulando una transición en el régimen sociotécnico hacia la mayor sustentabilidad, priorizando fuentes renovables. A pesar de los desafíos técnicos y nuevos riesgos a la seguridad del suministro, la generación complementaria fue iniciada, y las innovaciones son continuas.Para interpretaciones de esos cambios, se propone el abordaje multinível de Frank Geels, priorizando el análisis de la escala de las inversiones en generación de energía en nichos deinnovación. La escala es relevante, pues obras de engeniería no son neutras en cuanto a suimpacto en el territorio. Se presentan aquí, como estudio de caso, los datos recolectados alo largo de 2015/2017 en la Región Hidrográfica del Guaíba, Rio Grande do Sul, en dondeagentes económicos están estableciendo, de forma autónoma y espontánea, acciones diversificadas de generación de fuentes renovables, manteniendo el poder decisorio local sobre los flujos de capital.Desde o final dos anos 1990, sucessivos governos do Rio Grande do Sul definiram a diversificação da matriz energética como prioridade. Ao longo de duas décadas esse objetivo vem estimulando uma transição no regime sociotécnico rumo à maior sustentabilidade, priorizando fontes renováveis. Apesar dos desafios técnicos e novos riscos à segurança do fornecimento, a geração complementar foi iniciada, inovações são contínuas. Para interpretação dessas mudanças, propõe-se a abordagem multinível de Frank Geels,priorizando a análise da escala dos investimentos em geração de energia em nichos de inovação. A escala é relevante, pois obras de engenharia não são neutras quanto ao seu impacto no território.
