Resumo: MODERN STRATEGIC PLANNING: THE CONVERGENCE OF TERRITORY, NETWORKING, AND GOVERNANCE IN THE "PARANÁ PRODUTIVO – FASE II" INITIATIVE Abstract: This article examines the challenge of fostering territorial development through the State's constitutional role in managing and stimulating economic activity. It begins by exploring the intersection of strategic planning with modern public administration, and delves into the concepts of territory, networking, and governance as foundational to these government roles. The focus then shifts to an in-depth analysis of the "Paraná Produtivo" initiative’s second phase, assessing its strategic approach's strengths and constraints. The research presents a case study of this particular public policy, scrutinizing its theoretical underpinnings and practical application. The aim is to promote a pragmatic perspective for the creation of comparable initiatives across various levels of government. This entails adopting strategic planning techniques attuned to present-day challenges and capable of crafting effective and participatory public policies with meaningful impact. Keywords: strategic planning; territorial development; public governance; economic promotion.  LA PLANIFICACIÓN ESTRATÉGICA CONTEMPORÁNEA: TERRITORIO, REDES Y GOBERNANZA EN EL PROGRAMA “PARANÁ PRODUTIVO – FASE II” Resumen: En este artículo se aborda el problema de la promoción del desarrollo territorial a través de la función constitucional del Estado como gestor e inductor de la actividad económica. Inicialmente, se discute la relación de la planificación estratégica en la gestión pública contemporánea, así como las nociones de territorio, redes y gobernanza como estructurantes en tales funciones estatales. A continuación, se expone sobre una política pública en específico, el “Paraná Produtivo – Fase II” con el objetivo de analizar y demostrar los potenciales y limitaciones de la estrategia empleada. La investigación es un estudio de caso de una política pública en específico, analizada en sus fundamentos teóricos e implementación, con el objetivo de fomentar una visión pragmática para el desarrollo de medidas similares en múltiples escalas de gobierno, siguiendo técnicas de planificación estratégica acordes a las realidades actuales y sus desafíos en el diseño de políticas públicas ejecutables, con potencial de impacto y construidas participativamente. Inicialmente, discute-se a relação do planejamento estratégico na gestão pública contemporânea, assim como as noções de território, de redes e de governança como estruturantes em tais funções estatais. Na sequência, discorre-se sobre uma política pública em específico, o Paraná Produtivo – Fase II, objetivando analisar e demonstrar os potenciais e limitações da estratégia empregada. A pesquisa é um estudo de caso de uma política pública em específico, analisada em seus fundamentos teóricos e implementação, objetivando-se fomentar o olhar pragmático para o desenvolvimento de medidas similares em múltiplas escalas de governo, seguindo-se técnicas de planejamento estratégico consoantes às realidades atuais e seus desafios no desenho de políticas públicas exequíveis, com potencial de impacto e construídas participativamente.
