Analysis of the Urban Socio-environmental Conflicts in the Territorial Unit of Planning of Pinhais

Resumo: The starting point for this analysis was UTP Pinhais’s social-environmental diagnostic, between 2000 and 2010, and demonstrated that this model of planning imposed an exclusionary zoning set marketing prospects that mainly served the interests of landowners and property developers. Those social agents understand that the “preservation of nature” is economically associated to the process of “privatization” of that space for the more favored classes, materialized into private high standard enclosed condos. However, this research reveals the increase in the environmental degradation of UTP Pinhais’s area, fact confirmed through the analysis of IQA – Rate of the Water Quality of Rio do Meio. The analysis of this relationship between the dynamics of the society and the dynamics of the nature was elaborated based on the methodology of the Urban Environmental System.

Esos agentes sociales entienden que la «preservación de la naturaleza» se encuentra asociada al proceso de «privatización» de ese espacio para las clases económicamente más favorecidas, materializado en la forma de condominios cerrados de alto estándar. Sin embargo, esa pesquisa revela el aumento de la degradación ambiental sobre el área de la UTP Pinhais, hecho confirmado a través del análisis del IQA – Índice de Calidad del Agua del río do Meio. El análisis de esta relación entre la dinámica de la sociedad y de la naturaleza fue elaborada con base en la metodología del Sistema Ambiental Urbano.Esta análise se fez a partir do diagnóstico socioambiental da UTP Pinhais, entre 2000 e 2010, e demonstrou que esse modelo de planejamento impôs um zoneamento excludente ajustado às perspectivas mercadológicas que atendeu principalmente aos interesses dos proprietários fundiários e promotores imobiliários. Esses agentes sociais entendem que a “preservação da natureza” encontra-se associada ao processo de “privatização” desse espaço para as classes economicamente mais favorecidas, materializado na forma de condomínios fechados de alto padrão. No entanto, esta pesquisa revela o aumento da degradação ambiental sobre a área da UTP Pinhais, fato confirmado através da análise do IQA - Índice de Qualidade da Água do rio do Meio.
