Resumo: The article seeks to highlight the continuity of inquisitorial and authoritarian practices in the democratic state in Brazil through the analysis of the public safety program called “Pacifying Police Units” held by the state government of Rio de Janeiro, which aims to occupy slums in the state capital. This program reveals aspects which temper some of the state inherent characteristics – such as the unending war about over the monopoly of violence and the government of conducts – with some elements from human rights protection and promotion of democratic practices. At the end, this resizing of state policies updates the punitive power in practice along with the usual selectiveness towards specific social groups.

El artículo busca subrayar la continuidad de prácticas inquisitoriales y autoritarias en el Estado democrático de Brasil, con el análisis del programa de seguridad pública nombrado Unidades de Policía Pacificadora, mantenido desde el año 2008 por el gobierno de Rio de Janeiro, cuyo propósito es ocupar favelas en la capital. Este programa revela aspectos de la presente adaptación discursiva que mezcla inherentes características del Estado – como la interminable disputa por el monopolio de la violencia y el gobierno de las conductas – con elementos de protección a los derechos humanos y de promoción de prácticas democráticas. Al final, este redimensionamiento de políticas estatales actualiza el poder punitivo aplicado con la usual selectividad dirigida hacia específicos grupos sociales. O artigo busca destacar a continuidade de práticas inquisitoriais e autoritárias no Estado democrático no Brasil por meio da análise do programa de segurança pública Unidades de Polícia Pacificadora, mantido, desde 2008, pelo governo do estado do Rio de Janeiro, cujo objetivo é ocupar favelas na capital. Este programa revela aspectos da atual adaptação discursiva que tempera inerentes características do Estado – como a infindável batalha visando ao monopólio da violência e o governo das condutas – com elementos da proteção aos direitos humanos e de promoção da democracia.
