The Libertarian Perspective of Development and its Relation to Tourism in Capivari/Serro (MG)

Resumo: Tourism and Development are very complex subjects and the relation between them has not received much attention by academics from these fields. The emphasis on the economicdimension has dominated the private sector discourse, as well that of the public authorities when it comes to tourism projects. In this context, we seek to discuss the correlation betweenthese subjects, especially by understanding how tourism activities are being developed in Capivari, in the municipality of Serro, MG, Brazil. Towards that, Amartya Sen’s thoughts wereused as a basis. His work, “Development as Freedom”, brings reflections concerning development, attributing a human dimension to the term, which we believe to be indispensable within this process. The analysis accomplished here, based on the instrumental liberties proposed by the author, revealed that the much expected development, to be promoted by a tourism activity taking communitarian participation into account, has not yet surpassed the level of expectancy. The same can be said about the much expected autonomy that should result from this process. In view of this, it is necessary to review the intervention and management model in order to create emancipating and viable mechanisms and, therefore, offer a specific content to the tourism propositions in a counter-hegemonic direction.

El énfasis en la dimensión económica ha dominado el discurso del sector privado, así como del público, cuando se trata de proyectos de turismo. En consecuencia, se pretende reflejar sobre la relación entre esos temas, sobre todo a partir de la comprensión de cómo el turismo se está realizando en Capivari, en la ciudad de Serro (MG). Para ello, tomamos como base la contribución de Amartya Sen, cuya obra trae reflexiones sobre el desarrollo, atribuyendo una dimensión humana a la expresión, la cual se cree que es esencial para este proceso. Sin embargo, los análisis llevados a cabo en la ciudad de Capivari, basados en las libertades instrumentales propuestas por el autor, revelaron que el desarrollo tan esperado, impulsado por una actividad turística que lleva en cuenta la participación de la comunidad, se encuentra todavía en el nivel de las expectativas, así como la autonomía que se espera que surja de este proceso. Por lo tanto, una de las tareas urgentes es la revisión del modelo de intervención y gestión en la comunidad y el estímulo a la creación de mecanismos que sean, al mismo tiempo, emancipadores y factibles y que, por lo tanto, proporcionen un contenido específico para el turismo en un sentido contrario al de la hegemonía. Turismo e Desenvolvimento são temas bastante complexos e a relação entre ambos tem tido pouca atenção dos estudiosos dessas áreas. A ênfase na dimensão econômica tem dominado os discursos da iniciativa privada, assim como do poder público, quando se trata de projetos turísticos. Nesse sentido, busca-se aqui refletir acerca da relação entre esses temas, sobretudo a partir do entendimento do modo como a atividade turística vem sendo realizada em Capivari, no município do Serro (MG). Para isso, tomou-se como base as reflexões de Amartya Sen, cuja obra intitulada Desenvolvimento como Liberdade traz reflexões acerca do desenvolvimento, atribuindo ao termo uma dimensão humana, que acredita-se ser  indispensável a esse processo. Contudo, as análises realizadas sobre o povoado de Capivari, com base nas liberdades instrumentais propostas pelo autor, revelaram que o tão esperado desenvolvimento, promovido por uma atividade turística que levasse em conta a participação da comunidade, ainda está no nível da expectativa, assim como a tão esperada autonomia advinda desse processo.
