Resumo: | This paper presents the results of an evaluative research about the Master Plans in the state of Paraná, Brasil, in the years 2006/2009. The aim of the research is the identification of the process of construction and implementation of the Master Plans, by a qualitative analysis of laws and its conditions of implementation. The research is part of the Rede Nacional de Avaliação de Planos Diretores, organized by the Ministry of Cities, with the purpose of monitoring the access to urbanized land, empowering government agents and civil society to implement the Master Plans and strengthening municipal management and social forms of participation. The research analyzed a sample of 33 municipalities in Paraná State, distributed by population and territorial location. The analysis indicated that the Master Plans in Paraná configured as a presentation of guidelines for urban development, focusing on physical and territorial issues. The laws incorporate the principles of the City Statute, however, there isn´t a clear link between the use of urbanity instruments and fulfillment of the social function of land and city. |

El objetivo de la investigación consistió en identificar el proceso de construcción e implementación de los PDs, a través del análisis cualitativo de las leyes y de las condiciones para su ejecución. La investigación es parte de la Rede Nacional de Avaliação de Planos Diretores, organizada por el Ministerio de las Ciudades, que tenía como foco monitorear el acceso a la tierra urbanizada, capacitar agentes del poder público y actores de la sociedad civil para implementar los Planos Directivos, bien como fortalecer la gestión municipal y las formas de participación social. Se analizó una muestra de 33 ciudades en Paraná, distribuidas por faja a la población y por ubicación territorial. El análisis realizado indicó que los PDs, de modo general, se configuran como presentación de directrices generales para el desarrollo urbano, centradas en cuestiones físicas y territoriales. Las leyes analizadas expresan los principios del Estatuto de la Ciudad, sin embargo, no siempre hay una relación clara entre el uso de los instrumentos urbanísticos y el cumplimiento de la función social de la tierra y de la ciudad.Este texto apresenta os resultados de uma pesquisa avaliativa sobre o conteúdo dos Planos Diretores elaborados no estado do Paraná, no período 2006/2009. O objetivo da pesquisa consistiu na identificação do processo de construção e implementação dos PD’s, mediante análise qualitativa das leis e das condições para a sua implementação. A pesquisa realizada integra-se à Rede Nacional de Avaliação de Planos Diretores, organizada pelo Ministério das Cidades, que tinha como foco monitorar o acesso à terra urbanizada; capacitar agentes do poder público e atores da sociedade civil para a implementação dos Planos Diretores, bem como fortalecer a gestão municipal e as formas de participação social. Foi analisada uma amostragem de 33 municípios paranaenses, distribuídos por faixa populacional e por localização territorial. A análise realizada no Paraná indicou que os PDs, de modo geral, configuram-se como uma apresentação de diretrizes gerais de desenvolvimento urbano, centradas em questões físico-territoriais.
