Brazilian urban management changes and continuities

The three different phases of the present article aim at formatting the way of building and using space in our cities and are based on a brief retrospective of Brazilian urban management from the seventies on. After analyzing the previous phases, the article discusses a fourth phase, the contemporary one that would have as its main characteristic to (re-)valorize planning processes and carry out some other plans. In fact, recently Municipal Master Plans and Strategic Plans have been designed for Brazilian cities in a generic way, mainly after the City Statute Federal Law has came into effect. The fact that such planning and management tools lack approaches different from those being practiced, seemsto impair the establishment of the fourth phase and postpones really innovator procedures. The article is mainly structuredon the basis of the aforementioned retrospective. In addition, it contextualize the aforementioned plans and shows conclusions. The analysis sources are academic and professional works of some authors who made a critical analysis of those plans
