The Alphaville within the Metropolitan Agglomeration of Curitiba

Resumo: This article aims to present the results of studies developed on socioeconomic reflexes of Complex Alphaville installation in Curitiba Metropolitan Agglomeration (CMA), which brought a new way of living and relating to the metropolis. Established in 2009 and 2010, these studies were  mainly based on information obtained through the application of interviews to people involved and also in statistics provided by organs of the State of Paraná and Pinhais and Colombo municipalities. Among the population involved, are highlight the contrasts and the game of interests between two groups with different socioeconomic profiles, the residents of horizontal gate condominiums (HGCs) of Alphaville, members of the middle/high and high classes, and the poorer, residents of the Village Zumbi dos Palmares. It seems that Alphaville Company made use of strategies of hallmark corporatism with the State to be able to install two unities, Alphaville Graciosa and Pinheiros, in an environmentally protected area of Pinhais, converted into a Territorial Unit of Planning. It also started to influence decisively the change of the village Zumbi spatiality, to trigger social and educational activities among the population marked by socioeconomic precariousness. It was also evidenced that Alphaville, while performing such actions, endorsed before anything preserving the status of its project and ensuring an excellent deal for those who decided to live or just to invest in their units installed in CMA. Among the results caused because of Alphaville Company influences in CMA, it is possible to highlight the intervention of the State of Paraná in Village Zumbi dos Palmares, through its housing Company (COHAPAR), with the implementation of Land Settlement Project, Urbanization and Socio environmental Development.

Desarrollados en 2009 y 2010, estos estudios se basaron, principalmente, en informaciones obtenidas a través de la aplicación de encuestas a la población involucrada y en datos proporcionados por los órganos del Estado de Paraná y de los municipios de Pinhais y Colombo. Entre la población se puede destacar los contrastes y el juego de intereses entre dos grupos con diferentes perfiles socioeconómicos, los residentes en los condominios horizontales cerrados (CHCs) de Alphaville, miembros de las clases media/alta y alta y los de menor poder adquisitivo, residentes de la aldea de Zumbi dos Palmares. Ha sido constatado que la compañía Alphaville hizo uso de estrategias ya bendecidas de corporativismo con el Estado, con el que puede instalar dos unidades, Alphaville Graciosa y Alphaville Pinheiros, en un área de protección ambiental del municipio de Pinhais, convertida en Unidad Territorial de Planificación. También pasó a influir decisivamente en el cambio de la espacialidad de la aldea Zumbi al desencadenar medidas socioeducativas junto a la población marcada por precariedades socioeconómicas. También se evidenció que la realización de tales acciones por Alphaville buscó antes de todo preservar el status de su emprendimiento y garantizar un excelente oficio para aquellos que decidieron vivir o solamente invertir en sus unidades instaladas en AMC. Entre las influencias de la empresa Alphaville en AMC se destaca la intervención del Estado de Paraná en la aldea Zumbi dos Palmares, a través de su empresa de habitación (COHAPAR), con la ejecución del proyecto de asentamiento de tierras, urbanización y desarrollo socio ambiental.O presente artigo visa apresentar os estudos desenvolvidos sobre os reflexos socioeconômicos da instalação do Complexo Alphaville no entorno do Aglomerado Metropolitano de Curitiba, uma vez que a chegada do Alphaville trouxe uma nova forma de morar e de se relacionar com a metrópole. Os estudos foram desenvolvidos em 2009 e 2010, a partir de dados de órgãos oficiais, como a COMEC[1], COHAPAR[2], Prefeituras Municipais de Pinhais e de Colombo e principalmente com o uso de entrevistas e questionários, nos quais foram priorizadas as populações dos Condomínios Horizontais Fechados (CHFs) do Alphaville e da Vila Zumbi dos Palmares. Pode-se concluir que essa empresa fez uso das estratégias já consagradas de corporativismo com o Estado. Graças à força desse corporativismo, instalou duas unidades, Graciosa e Pinheiros, em uma porção da Área de Proteção Ambiental de Pinhais, convertida em Unidade Territorial de Planejamento (UTP). O Alphaville, no intuito de apaziguar o seu entorno marcado por precariedades socioeconômicas, passou a desencadear ações sócio-educativas, tendo como alvo principal a “favela” Zumbi dos Palmares. Visava antes de tudo preservar o status do seu empreendimento e garantir o “excelente negócio”, proporcionado àqueles que investiram no Alphaville. As suas influências culminaram com o Estado do Paraná intervindo na Vila Zumbi dos Palmares, através da COHAPAR, com o Projeto de Regularização Fundiária, Urbanização e Desenvolvimento Socioambiental.   [1] Coordenação da Região Metropolitana de Curitiba.
