Contemporary challenges in the management of the metropolitan areas

Resumo: Since the changes introduced by the Federal Constitution of 1988 in Brazil, there is a detachment between the acknowledgment of a metropolis – thus the metropolitanizing process identification and characterization – and the formal recognizance of a metropolitan region. The present text deals with this  metropolitanizing institutional proceedings, debating some of the issues concerning the administration of metropolitan regions (MRs), and approaching the brazilian metropolitanizing process’s different angles: its socio spatial progression, the  increase in number of MRs, the metropolitan administration’s fragmentation and the relative abandon of the problem - absent from the national political agenda. The detachment between the metropolitan process and its legal and institutional  recognizance configurates a key element that contributes to the debate about MRs in Brazil: what they are, how they’re formed, and how the recognizance is related – or not – to regional and national development projects. Furthermore, there is an attempt to identify and characterize the challenges and perspectives regarding the administration of legally constituted MRs – which relates to the debate about the Federation and the cooperation among federative entities.

El presente texto trata de esta metropolización institucional, discutiendo algunos de los elementos relativos a la gestión de las regiones metropolitanas del país, y abordando las varias faces de la metropolización en Brasil: el avance del proceso socioespacial de metropolización, la ampliación del número de RMs, la fragmentación de la gestión metropolitana y el relativo abandono/fragilización de esa cuestión, ausente de la agenda política nacional. Dicho descolamento entre el proceso metropolitano y su reconocimiento jurídico-institucional configura un elemento clave para contribuir para el debate sobre lo que son las RMs en Brasil, su formación y como ese reconocimiento se relaciona o no a proyectos de desarrollo regional y nacional. Además de eso, se busca identificar y caracterizar lo que serían los desafíos y las perspectivas para la gestión de las RMs legalmente instituidas, remetiendo al debate sobre la cuestión federativa y la cooperación entre los entes federados.No Brasil, desde as alterações trazidas pela Constituição Federal de 1988, há um descolamento entre o reconhecimento de uma metrópole – ou seja, a identificação e a caracterização do processo de metropolização – e a constituição legal de uma região metropolitana (RM). O presente texto trata desta metropolização institucional, discutindo alguns dos elementos relativos à gestão das regiões metropolitanas do país, e abordando as várias faces da metropolização no Brasil: o avanço do processo socioespacial de metropolização, a ampliação do número de RMs, a fragmentação da gestão metropolitana e o relativo abandono/fragilização dessa questão, ausente da agenda política nacional. O descolamento entre o processo metropolitano e seu reconhecimento jurídico-institucional configura um elemento chave para contribuir para o debate sobre o que são as RMs no Brasil, sua formação e como esse reconhecimento relaciona-se ou não a projetos de desenvolvimento regional e nacional.
