Restructuring, Competition and Neolocalism. A Critical View on the Production of Space in Greater Curitiba

Resumo: In this paper, the Curitiba-centered narrative on the success of its urban planning experience,  will be qualified in light of the complexities of its metropolitan development trajectory. It will  be claimed that the institutional vacuum that surrounds Brazilian metropolitan areas in general,  and Greater Curitiba in particular, has been intensified by the emergence of a competitive and  rescaled state spatial regime, which has consolidated a fragmented and neolocalist system of  governance. Preliminary empirical evidence will be provided on the challenges that are being faced within the new regime in articulating socio-spatial, economic and environmental strategies  into the direction of a more sustainable metropolitan future.

Se argumenta que el histórico vacío  institucional que caracteriza las regiones metropolitanas en general, y la de Curitiba, en  particular, fue agravado por la introducción de un régimen re-escalonado y competitivo de  organización e intervención del Estado en la producción del espacio, que consolidó un sistema  fragmentado y localista de gobernanza urbano-regional. Se presentan evidencias preliminares  de los desafíos enfrentados por ese régimen en lo que se refiere a la articulación de estrategias  socio-espaciales, económicas y ambientales, en la dirección de un futuro metropolitano más  sustentable.Neste artigo, qualificamos a narrativa curitibana sobre o sucesso do planejamento urbano à luz das complexidades da sua trajetória de desenvolvimento metropolitano. Argumentamos que o vácuo institucional que cerca as regiões metropolitanas, em geral, e a de Curitiba, em particular, foi agravado pela emergência de um regime reescalonado e competitivo de organização e intervenção do Estado na produção do espaço, que consolidou um sistema fragmentado e localista de governança urbano-regional.
