Family-based Farming and School Meals in Paraná State: a scope on public tender

Resumo: The PNAE has been continuously advancing since its creation in 1955. Among the most recent ones there are the advances brought to the enactment of Law No. 11.947/2009, in which was ensured the investment of at least 30% of federal funds for the family-based farming procurement. The purpose of such endeavor was to examine the public meals tender as well as the accountability of municipal districts in regard to the family agriculture and proper legal compliance. The given municipalities were chosen in order to display at least 10% of the students from municipal schools in the state and accounted by population. Most of the reviewed public tender had evidenced a final value which exceeded 30% of the acknowledged by proper legislation for the family-based procurement, although not all from the given range were performed upon these acquisitions rendering federal resource. The most required meals in quantity wise were vegetables, followed by fruits. However, in connection to the values, milk and its dairy and the group of meats, eggs and fish, respectively, were the products with higher added value. Family-based farming is gaining more and more importance and space in the institutional market and thus local production becomes even more sponsored. Thus, it is still possible to see several flaws in the process, such as the adequacy of public tenders in respect to family farmers, then encouraging organic production, in which despite being well renowned relevance, is not being carried out by the municipalities yet.

Entre los más recientes son los avances llevados a la promulgación de la Ley Nº 11.947/2009, garantizando por lo menos el 30% de los fondos federales para la adquisición de productos de la agricultura familiar. El objetivo de esta investigación fue examinar los procesos de contratación pública y rendición de cuentas municipales en cuanto a la adecuación de la agricultura familiar y el cumplimiento legal. Los municipios fueron escogidos para contemplar, al menos, el 10% de los alumnos de las escuelas municipales en el estado y estratificados por población.La mayoría de las convocatorias públicas tuvieron un valor final que superó el 30% previsto por la ley, pero no todos efectuaram estas adquisiciones mediante lo recurso federal. Los alimentos más buscados eran cuantitativamente verduras, seguido por las frutas. Sin embargo, en relación con los valores, la leche y derivados y el grupo de carnes, huevos y pescado, respectivamente, fueron los productos con mayor valor agregado. La agricultura familiar está ganando cada vez más importancia y espacio en el mercado institucional y por lo tanto la producción local se hace más valorada y apoyada. Sin embargo, todavía es posible ver varias fallas en el proceso, tales como la adecuación de las convocatorias públicas a agricultura familiar y la producción orgánica, que a pesar de tener reconocida importancia, aún no se está llevando a cabo en los municipios.O PNAE - Programa Nacional de Alimentação Escolar tem avançado continuamente desde sua criação, em 1955. Entre os mais recentes avanços, estão aqueles trazidos com a sanção da Lei n.º 11.947/2009, a partir da qual foi garantido o investimento de no mínimo 30% dos repasses federais para a aquisição de produtos da agricultura familiar. O objetivo do presente estudo é examinar as chamadas públicas e as prestações de contas de municípios paranaenses quanto à adequação à agricultura familiar e ao atendimento à legislação. Os municípios foram escolhidos de forma a contemplarem pelo menos 10% do alunado das escolas municipais do Estado e estratificados por população. A maioria das chamadas públicas analisadas possuía um valor final que ultrapassava os 30% previstos na legislação para a compra da agricultura familiar, porém nem todas chegaram a efetivar estas aquisições usando o recurso federal. Os alimentos mais requeridos quantitativamente foram hortaliças, seguidas das frutas. Contudo, em relação aos valores, os grupos de leite e derivados e de carnes, ovos e peixes, respectivamente, foram aqueles produtos com maior valor agregado. A agricultura familiar vem ganhando cada vez mais importância e espaço no mercado institucional e, desta forma, a produção local passa a ser mais valorizada e apoiada.
