PROMOTION OF TERRITORIAL DEVELOPMENT AND STRATEGIC PLANNING: THE STRUCTURING OF "CONECTA399"   Abstract: The object of this article is the promotion of territorial development through strategic planning. It presents an experience report on the structuring of the "Conecta399" program, which is structured through notions of public policy planning, territorial development, and network-territory as a planning strategy for the promotion of integrated regional and local development. The aim is to demonstrate, in an empirical case, the possibilities and limits of such a public policy. This is a case study permeated by theoretical references, focusing on the initial phases of the structuring cycle of such a process, with the purpose of discussing the association of the themes of planning and territorial development, as well as disseminating and improving the proposed model.
