Sua característica principal combina as transferências de renda às famílias pobres com medidas para facilitar o investimento no desenvolvimento humano, especialmente para as crianças. Desde suas origens humildes, no México e no Brasil, como intervenções para dar resposta a crises, os programas evoluíram e tornaram-se instituições líderes nas estratégias nacionais de combate à pobreza. Atualmente, tais programas já existem em países da África, do Oriente Médio e da Ásia.
