The Brazilian Scientific Production on Human Resource Management Between 2001 and 2010

Resumo:  In 1990, as literature review of the human resource management, prevailed case studies as a research method. Since then, as the example of competence management system, new models, systems and technologies have joined the list of prescriptions of the area. Whereas the case study has reduced potential for external validity, the question is to what extent, maintained the tradition of methodological research noted in that decade, there is empirical support for all sorts of norms that prevail in career paths, and same academic, of the area of people management. In this sense, the present study characterizes national production on the human resource management between 2001 and 2010 circulated in all 121 national journals in the area of administration, accounting sciences and tourism, rated between A1 and B4 for the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior and whose editorial spanned topics related directly and indirectly with the proposed focus. With the use of filters refereed by 18 judges specially trained for the task, it was analyzed 197 articles whose central themes were about models, systems, technologies and human resource management policies and practices. The results showed a field marked by empirical studies that describe facets of the management of human resource functions, especially the evaluation, from the public perception of various sampled in a non-probabilistic way at one organization at a time, to which access is given transverse by opinion surveys and case studies operated by questionnaires and interviews that resulted in prevalent use of statistical techniques and content analysis. Thus, it is considered that the accumulated knowledge does not allow the proper generalizations that recurrently come out in the technical and scientific works in the area. Notes on the methodology employed in most studies, especially with regard to the research method and sampling procedures, reveal that the production area longer serves the purpose of describing, or even explain the dynamics of specific topics in the locus that were applied to generate the ideal regulations.

Desde entonces, el ejemplo de las capacidades de gestión, nuevos modelos, sistemas y tecnologías se han unido a la lista de necesidades de la zona. Considerando que el estudio de casos se ha reducido potencial de validez externa, la cuestión es hasta qué punto, mantuvo la tradición de la investigación metodológica se señaló en esa década, no hay apoyo empírico para todo tipo de reglas que prevalecen en las trayectorias profesionales y académicas misma el área de la gestión de personas. En este sentido, el presente estudio caracteriza a la producción nacional sobre la gestión de personas entre 2001-2010 circularon en los 121 revistas nacionales en el área de administración, ciencias contables y el turismo, clasificado entre A1 y B4 para la Coordinación de Perfeccionamiento de temas más altas y cuya línea editorial abarcó relacionados directa e indirectamente con el enfoque propuesto. Con el uso de filtros arbitradas 18 jueces especialmente capacitados para la tarea, se analizaron 197 artículos cuyos temas centrales fueron acerca de los modelos, sistemas, tecnologías y políticas y prácticas de recursos humanos. Los resultados mostraron un campo marcado por los estudios teóricos y empíricos que describen aspectos de la gestión de las funciones de recursos humanos, en especial la evaluación de la percepción pública de los diversos muestreados en una organización uno no probabilística a la vez, a los que se da acceso transversal las encuestas de opinión y estudios de casos operados mediante cuestionarios y entrevistas que dieron como resultado el uso frecuente de técnicas estadísticas y análisis de contenido. Por lo tanto, se considera que el conocimiento acumulado no permite las generalizaciones apropiadas que recurrentemente salen en los trabajos técnicos y científicos en el área. Notas sobre la metodología empleada en la mayoría de los estudios, especialmente con respecto al método de investigación y los procedimientos de muestreo optaron revelan que la zona de producción más largo sirve el propósito de describir, o incluso explicar la dinámica de temas específicos en el locus que se aplicaron para generar las normas ideales.Em 1990, conforme revisão de literatura empreendida na área de gestão de recursos humanos, prevaleciam os estudos de caso como método de pesquisa. Desde então, a exemplo da gestão por competências, novos modelos, sistemas e tecnologias passaram a integrar o rol de prescrições da área.  Considerando que o estudo de caso tem reduzido potencial de validade externa, questiona-se até que ponto, mantida a tradição metodológica das pesquisas notada na referida década, há suporte empírico para toda a sorte de normativos que imperam nas vias profissionais, e mesmos acadêmicas, da área de gestão de pessoas. É nesse sentido que o presente estudo caracteriza a produção nacional sobre a gestão de pessoas entre 2001 a 2010 veiculada em todos os 121 periódicos nacionais, da área de administração, ciências contábeis e turismo, classificados entre A1 e B4 pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior e cujas linhas editoriais abarcavam temáticas relacionadas direta e indiretamente com o foco proposto. Com a utilização de filtros arbitrados por 18 juízes especialmente treinados para a tarefa, foram analisados 197 artigos cujas temáticas centrais versavam sobre modelos, sistemas, tecnologias e políticas e práticas de recursos humanos. Os resultados evidenciaram um campo marcado por estudos teórico-empíricos que descrevem facetas da gestão de funções de recursos humanos, sobretudo a da avaliação, a partir da percepção de públicos diversos amostrados de modo não probabilístico em uma organização por vez; cujo acesso transversal se deu por levantamentos de opinião e estudos de casos operados por questionários e entrevistas que resultaram no uso prevalente de técnicas estatísticas e de análise de conteúdo. Assim, considera-se que o conhecimento acumulado não permite as devidas generalizações que recorrentemente se constata nas obras técnico-científicas da área.
